Nigeria church bomb death toll rises to 37, wounded 57 (Reuters)

ABUJA (Reuters) ? The death toll from a bomb attack on a church just outside Nigeria's capital Abuja on Christmas Day has risen to 37, with 57 people wounded, a source at the National Emergency Management Agency (NEMA) said on Friday.

The bombing at St. Theresa's Catholic church in Madalla on Abuja's outskirts during a packed Christmas mass, was the deadliest of a series of Christmas attacks on Nigerian churches and other targets by the militant Islamist sect Boko Haram.

"As of just now, the latest death toll from the bombing of St. Theresa's church is at 37. Wounded, we have 57," a senior NEMA official said. The initial death toll had been 27.

The official asked not to be identified because the victims were now in the hands of hospitals and morgues.

President Goodluck Jonathan summoned his security chiefs for an emergency meeting on Thursday to discuss the growing Islamist militant threat and how to deal with it.

This year was the second in a row that Boko Haram has attacked churches at Christmas. Its strikes are becoming deadlier and more sophisticated, and have raised fears that the militants are trying to ignite sectarian strife in country historically prone to conflicts between a largely Muslim north and Christian south.

Boko Haram, whose name means "Western education is sinful" in the northern Hausa language, has been blamed for a campaign of shootings and bombings against security forces and authorities in the north.

Attacks in and around the capital - including one on the U.N. headquarters in August that killed at least 24 people - suggest the group is trying to raise its profile and radiate out from its heartland in the northeast.

On Tuesday night, unidentified attackers threw a homemade bomb into an Islamic school in Nigeria's southern Delta state, in an apparent sectarian reprisal that wounded seven people, six of them young children.

On Wednesday night, an explosion in a local bar in the northern city of Gombe wounded one person, police said.

TEHRAN, Iran ? Iran's navy chief says his country can easily close the strategic Strait of Hormuz at the mouth of the Persian Gulf, the passageway through which a sixth of the world's oil flows.

Adm. Habibollah Sayyari told state-run Press TV Wednesday that the navy is in control of the vital waterway and can readily block it. It was the second such warning from a senior official in two days.

Vice President Mohamed Reza Rahimi threatened Tuesday that Iran will close the strait, cutting off oil exports, if the West imposes sanctions on Iranian oil shipments to punish Tehran for its nuclear program, which the west suspects is aimed at making weapons.

Is France's Armenian Genocide law merely a domestic ploy for votes?

The diplomatic repercussions of the vote in France to criminalize denying the Armenian Genocide have been substantial, but so are the domestic benefits.

Lawmakers in France's lower house last week voted to make it a crime to deny the Turkish Ottoman genocide of Armenians in 1915, citing human rights and the protection of memory. Violators will receive?a one-year jail sentence and a nearly $70,000 fine.?

Diplomatic fallout has been severe, with Turkey withdrawing its ambassador to France amid an angry nationalist backlash. Turkish Prime Minister Recep Tayyip Erdogan said French massacres in colonial Algeria were themselves a genocide, and has since vowed ?retribution? for the French law that treats with an issue in Turkey that has never been resolved.

But France?s righteous ire about the Armenian genocide couldn?t mostly be about French politics, about currying favor with an estimated 500,000 Armenian heritage French ahead of a tight election, could it?

Consider some relevant data points: In 2001, just ahead of national elections, France officially recognized the Armenian genocide. In fall 2006, again just before the elections that brought President Nicolas Sarkozy into office, French politicians threatened to criminalize the denial of the genocide of Armenians with a five-year prison sentence. Now, just ahead of presidential elections this spring, President Sarkozy?s ruling party led the first-time law to criminalize denying the 1915 genocide. * Correction: The original text misstated when France officially recognized the Armenian genocide.

Never mind that the French foreign minister registered a dissenting opinion over the law, passed on Dec. 22, and that French historians have disagreed with legislating truth on an event less clear than the Holocaust of mid-20th century. Or that the law may well not pass the French Senate when it is debated next year. Or that the Armenian patriarch in Turkey said this week he?d rather the French let the issue be worked out in Turkey, where it remains an unresolved and contentious issue.

?The law is complicating the work of Turkish progressives who have been trying to get Turkish society to address what actually happened in their history. That?s the saddest part,? says Karim Emile Bitar, a senior fellow at the Institute for International and Strategic Relations in Paris. ?The most sensible intellectuals on the issue are being trampled in Turkey.?

Some 20 nations have passed resolutions condemning the Armenian genocide. But while individuals in some nations can be prosecuted for denying mass crimes against humanity or on anti-racial grounds, or for denying the Jewish Holocaust, France may be the first to criminalize the Armenian genocide.

The late Turkish writer and leading intellectual Hrant Dink, who did more than anyone to raise the issue of the massacre and deportations of anywhere from?700,000 to 1.5 million Armenians, said of the French proposed laws in 2006 that he?d rather dance up the Champs-?lys?es denying the genocide than see the law passed in France.

Documentation of the genocide, which took place during or under cover of World War I, is substantial. The historical consensus is that a genocide ? as defined by the United Nations as the ?intent to destroy in whole or in part? an ethnic or religious peoples ? happened. The US ambassador to the Ottoman Empire at the time, Henry Morgenthau, Sr., was distraught at the scale of the inhumanity, and wrote prolifically about the details in cables and articles. Yet the carnage was ignored for years as an inconvenient truth or lost in the overall shock of World War I ? and earned the title of ?the forgotten genocide.?

Our beautiful and brave mother, grandmother, and great-grandmother, Josephine Rita Santella, passed away on December 26, 2011. Josephine was 90 years old, formerly of Havertown, Pennsylvania and has resided in Georgetown, Texas since 2007. Josephine was born in Philadelphia, Pennsylvania on June 6, 1921 to Christopher and Leonarda (Lazzarotti) Chiaro. On February 11, 1945 Josephine Chiaro and Nicholas Ralph Santella were joined together in marriage. He predeceased Josephine on May 11, 1996.

During her years living in Havertown, Pennsylvania Josephine worked as a bookkeeper for Haverford Township in their local government offices. Josephine was a member of St. Denis Catholic Church and enjoyed being active in the Legion of Mary, St. Denis Seniors, and St. Francis Seniors until her move to Georgetown. A very happy lady, she will be remembered by her lovely smile and gracious; generous heart and we know she is being welcomed in grand style. We miss her already.

Josephine is predeceased by her husband, Nicholas Ralph Santella. Survivors include daughters, Norma Steck and husband Tom of Georgetown, Texas and Michelle Costello and husband Jim of Williamstown, New Jersey; four grandchildren; three great-grandchildren; a sister, Rita Nicosia and brothers, Chris Chiaro and Peter Chiaro.

In lieu of flowers, memorials may be made in her memory to St. Jude's Children's Hospital or Lighthouse Hospice, 2913 Williams Dr., Suite 320, Georgetown, Texas 78628.

A Mass of Christian Burial will be held at 12:00 Noon on Thursday, December 29th at St. Denis Catholic Church, 2401 St. Denis Ln., Havertown, Pennsylvania 19083 with a viewing at 11:00 a.m. Burial will follow in the St. Peter Paul's Cemetery in Springfield, Pennsylvania.

DES MOINES, Iowa ? An Iowa caucus campaign that has cycled through several Republican presidential front-runners entered its final week Monday, as unpredictable as the day conservatives began competing to emerge as Mitt Romney?s chief?rival.

Romney, the former Massachusetts governor, released a new television commercial for the state in which he cited a ?moral imperative for America to stop spending more money than we take in. It?s killing jobs,? he?said.

Texas Gov. Rick Perry countered with an advertisement that said four of his rivals combined ? none of them Romney ? have served 63 years in Congress, ?leaving us with debt, earmarks and?bailouts.?

Former Pennsylvania Sen. Rick Santorum, who has invested more time in Iowa than any other contender, countered that ?most Americans now believe that a little bit of experience going into a job like president is probably a good?thing.?

Santorum was the only presidential candidate in the state during the?day.

That changes today, with bus tours planned by Perry, former House Speaker Newt Gingrich and Minnesota Rep. Michele Bachmann, all eager to energize their existing supporters and attract new?ones.

Texas Rep. Ron Paul arrives Wednesday. Recent polls suggest he is peaking as caucus day approaches, a rise that has him tied with Romney or even ahead, and drawing more scrutiny for his?views.

The result figures to be a short but intense stretch of campaigning through small towns and even smaller towns, the sort of one-on-one politicking that has largely vanished in the electronic?age.

Perry?s new ad shows images of Gingrich, Paul, Santorum and Bachmann as it criticizes Congress and renews the governor?s call for halving lawmakers? pay and time spent in?Washington.

Despite the commercial?s implication, Gingrich and Santorum were out of Congress when the multibillion-dollar financial bailouts of 2008 occurred. Paul and Bachmann voted against the?legislation.

Still, the approach taken suggests the Texas governor is more concerned with outpacing Paul, Bachmann, Santorum and Gingrich on caucus night than he is in defeating?Romney.

The former Massachusetts governor, making his second try for the White House, has a well-funded and well-organized campaign nationally and in Iowa, as well as allies who are spending heavily on television advertisements through an independent organization known as a super?PAC.

While others have periodically risen to challenge him, Romney has kept his support from seriously eroding in the polls, consistently remaining near the?top.

A victory in Iowa does not necessarily translate into the Republican presidential nomination. Yet history suggests that contenders who finish farthest behind next week will quickly drop out, underscoring the significance of the struggle to emerge as Romney?s chief?rival.

Activist's death leads void in Dominican Republic (AP)

SANTO DOMINGO, Dominican Republic ? Sonia Perez was the undisputed champion of people of Haitian descent living in the Dominican Republic, fighting deep discrimination and helping them get birth certificates, housing and education.

Her passing earlier this month of a heart attack at age 48 has left many activists wondering who will carry on her work at a crucial time.

"I don't see who can replace her," said Edwin Paraison, who worked with Pierre and was Haiti's former minister of Haitians living abroad. "Sonia is the kind of woman who is born once a century."

People of Haitian descent, or even just darker skin, have long been condemned to menial jobs, subject to deportation and denied access to school and jobs in the Dominican Republic.

In 30 years of activism, Pierre helped countless people obtain birth certificates over the resistance of government officials. She led marches and organized rallies, fighting for better conditions for people in the sugar cane camps, or bateys, where she grew up.

Pierre's passionate activism drew death threats, but it also earned her the 2006 Robert F. Kennedy Human Rights Award and the 2010 International Women of Courage Award, which she received while standing between first lady Michelle Obama and U.S. Secretary of State Hillary Rodham Clinton.

Haiti and the Dominican Republic, which share the island of Hispaniola, have long had a contentious relationship.

Haiti's military invaded the Dominican capital of Santo Domingo in 1822, occupying its neighbor for 22 years. Then in 1937, former Dominican dictator Rafael Leonidas Trujillo ordered the massacre of 20,000 Haitian migrants in a quest to "cleanse" his country.

Over the years, relations between the two countries slowly improved, with the Dominican Republic becoming a staging ground for aid efforts following the devastating January 2010 earthquake that killed more than 300,000 people in Haiti.

Roughly 100,000 Haitians fled to the Dominican Republic after the earthquake, and the Dominican government temporarily suspended immigration enforcement. But early this year, authorities began arresting and then deporting thousands of Haitians. Dominican officials said they feared the spread of a cholera outbreak in Haiti, but civil right advocates said hundreds of legal migrants were also detained.

An estimated 500,000 to 1 million ethnic Haitians live in the Dominican Republic.

Last month, the Dominican Supreme Court upheld a 2007 law aimed at reducing the use of fake documents, which has led the government to confiscate or annul birth certificates of those born to Haitian immigrants. Many of those immigrants were given work visas in previous decades that the Dominican government now refuses to recognize.

Nonprofit groups estimate that at least 1,600 people have been denied their documents as a result of the law, and activists worry others will follow now that Pierre is gone.

Pierre experienced the marginalization firsthand as one of 12 children raised in a Dominican migrant worker camp.

At just 13, she rallied her Dominican-Haitian neighbors and organized a march to demand rights for sugar cane workers, spending a day in jail while police threatened to deport her to Haiti, where her mother was born.

Pierre later founded the Dominican-Haitian Women's Movement, a nonprofit group that builds homes in poor communities, helps secure basic services such as potable water, organizes workshops for women, and fights for the rights of Dominican-Haitians.

Altagracia Jean Joseph is a 25-year-old law school student who credits Pierre with helping her obtain a copy of her birth certificate so she could enroll in college.

"I consider myself one of Sonia's daughters," she said. "I am sure there are many of us."

But thousands of others are still awaiting birth certificates needed to obtain a job or go to school.

Mireina Fortine, a 45-year-old woman who sells bread for a living, said she has fought to obtain those documents for her nephews without success.

"They tell us that since our last name is foreign, and we're children of Haitians, they cannot give us a birth certificate," she said.

Ninaj Raoul, director of the New York-based Haitian Women for Haitian Refugees, said she believes there is enough frustration boiling among Dominican-Haitians to carry on Pierre's work.

Raoul attended a Dec. 8 protest in which hundreds of Dominican-Haitians and their supporters demanded protection of their rights. The protest took place four days after Pierre died of a heart attack.

"It was pretty clear at that point that the legacy of Sonia Pierre is continuing and that the fight is still on," Raoul said. "I don't think there is any one person who can replace Sonia Pierre. But many people can replace her, and I saw that happening."

Exclusive: Afghanistan sets ground rules for Taliban talks (Reuters)

KABUL (Reuters) ? Afghanistan will accept a Taliban liaison office in Qatar to start peace talks but no foreign power can get involved in the process without its consent, the government's peace council said, as efforts gather pace to find a solution to the decade-long war.

Afghanistan's High Peace Council, in a note to foreign missions, has set out ground rules for engaging the Taliban after Kabul grew concerned that the United States and Qatar, helped by Germany, had secretly agreed with the Taliban to open an office in the Qatari capital, Doha.

U.S. officials have held about half a dozen meetings with their insurgent contacts, mostly in Germany and Doha with representatives of Mullah Omar, leader of the Taliban's Quetta Shura, this year to prepare the way for face-to-face talks between the group and the Afghan government.

A representative office for the group is considered the starting point for such talks and Doha has in the past served as a meeting ground for initial contacts.

But the Afghan peace commission which has suffered a series of setbacks including the assassination of its head in September said that negotiations with the Taliban could only begin after they stopped violence against civilians, cut ties to al Qaeda, and accepted the Afghan constitution which guarantees civil rights and liberties, including rights for women.

The council, according to a copy of the 11-point note made available to Reuters, also said any peace process with the Taliban would have to have the support of Pakistan since members of the insurgent group were based there.

"The Islamic Republic of Afghanistan is in agreement regarding the opening of an office for the armed opposition, but only to move forward the peace process and conduct negotiations," the council said.

The government would prefer such an office in either Saudi Arabia or Turkey, both of which it is close to, but was not averse to Doha as long as the authority of the Afghan state was not eroded and the office was only established for talks, officials said.

"We are saying Saudi or Turkey are preferable, we are not saying it has to be there only. The only condition is it should be in an Islamic country," said a government official.

President Hamid Karzai's administration recalled its ambassador from Doha last week, apparently angry that it had been kept in the dark about the latest round of contacts with the insurgent group.

Officials said Kabul was also deeply concerned about reports that the United States was considering the transfer of a small number of Afghan prisoners from Guantanamo Bay military prison to Doha as a prelude to the talks.

"We are a sovereign country, we have laws. How can you transfer our prisoners from one country to another. Already it's a violation to have them in Guantanamo Bay," the official said.

The Afghan government wanted the prisoners to be returned to its custody, the official said.

Reuters reported this month that the United States was considering the transfer of an unspecified number of Taliban prisoners from Guantanamo Bay into Afghan government custody as part of accelerating, high-stakes diplomacy.

"We have no problem with this. In fact we have been demanding this for a while. These are Afghan prisoners," said the official, who declined to be identified.

The tension between the Karzai administration and the United States over engaging the Taliban underscores the challenges of seeking a political settlement as the West prepares to withdraw most combat troops from the country by 2014.

Efforts to engage the insurgent group have faced a string of setbacks, the most recent being the assassination of the head of the peace council and former president, Burhanuddin Rabbani, in September at the hands of a suicide bomber who pretended to be a Taliban emissary.

HARDENING OF POSITIONS

It led to a hardening of positions with Karzai saying the government could not talk to suicide bombers and that there should be an address for the Taliban so that negotiators know they are talking to the right representatives.

"We are committed to the reconciliation process, the experience of the last 10 years shows no military solution is possible. Talking to the armed opposition is the key in this regard," said presidential spokesman Aimal Faizi.

The peace council, laying down the markers for engagement with the Taliban, said well known figures from both the Taliban and the government had to be involved in talks.

It said that "before any negotiations can take place, violence against Afghan people must stop and that the armed opposition must cut ties to al Qaeda and other terrorist groups."

It also said that the Taliban must accept the constitution and honor the gains made in the last 10 years since they were ousted from power, conditions that the Taliban have shown no sign of accepting.

The Taliban do not accept the constitution and have vowed to carry on fighting until all foreign troops have left the country.

The peace council said Pakistani support was necessary for talks to take place, another condition that makes the task harder because of fraught ties between the United States and Pakistan which fears it is being shut out of the process.

Opening a Taliban office in a third country is seen as a way to create distance from Pakistan which has longstanding ties to the insurgent group.

But the government official said he did not think the peace council had laid down such tough conditions that the talks would fail even before they started.

"We don't think it's a deal breaker. We are quite optimistic," he said.

(AP) ? The lawyer for the California man charged with the attempted murder of an Afghanistan war veteran said his client was under attack when gunfire rang out.

Ruben Ray Jurado, 19, was charged Tuesday with attempted murder and multiple sentencing enhancements for using a firearm in the shooting that critically wounded Christopher Sullivan, 22, a Purple Heart recipient. Jurado was scheduled to be arraigned by video conference call Wednesday afternoon but that was postponed until Thursday morning when Jurado asked to attend the hearing in person.

Sullivan was home for the holidays at a homecoming party when a fight began over football, authorities said. When Sullivan moved to break it up, gunfire broke out, police said.

Defense attorney Michael J. Holmes said Tuesday that he wanted to talk to his client and the district attorney before commenting further on the case.

"It appears that he was being attacked and he was on the ground and was being kicked in the back, stomach, the head, and that is consistent with the injuries that I observed," Holmes said. "It is alleged at that point that Mr. Sullivan was shot."

Authorities said Jurado, who had played football with Sullivan in high school, began arguing with Sullivan's brother over football teams at the party Friday night and then punched him. Sullivan intervened and Jurado pulled a gun and fired multiple shots, hitting Sullivan in the neck, police said.

Sullivan remains in critical condition. His relatives said the gunfire shattered his spine and left him paralyzed from the neck down.

"He's opening his eyes more," his 20-year-old brother, Brandon Sullivan, told The Associated Press. "We're just waiting day by day."

Sullivan was wounded in a suicide bombing attack last year while serving with the military in Afghanistan. He suffered a cracked collarbone and brain damage in the attack and had been recovering in Kentucky, where he is stationed, before coming home for the holidays.

Sullivan was a wrestler and football player in high school in San Bernardino, about 60 miles east of Los Angeles. He had nine months to go in the military and then planned to become a firefighter or police officer. He always liked to help people, his brother said.

"Say there was a person at school who never had friends or nothing ? Chris would be the person who would go up to him and try to be his friend. He didn't like people to feel alone," Brandon Sullivan said. "He always had a smile on his face."

Federal judge ends BP's probation for Alaska spill (AP)

ANCHORAGE, Alaska ? A federal judge on Tuesday dismissed prosecutors' argument that a BP subsidiary violated its probation after an oil spill because of another spill on Alaska's North Slope.

Judge Ralph Beistline also lifted BP Exploration (Alaska) Inc.'s probation altogether.

BP had been convicted of negligent discharge of oil in 2007 for a 200,000-gallon spill on the North Slope a year earlier. There was another spill of 13,500 gallons in 2009.

Last month, government lawyers sought to have BP's probation revoked for the latest spill, meaning the probation period could have been lengthened or the company could have faced additional penalties.

In his ruling, Beistline said the government failed to prove the company committed criminal negligence.

"We are pleased with the decision and appreciate the court's attention," BP spokesman Steve Rinehart said in an email to The Associated Press. "We know that the privilege of working in Alaska comes with a responsibility to maintain high standards. We will continue our commitment to running safe and compliant operations."

Emails seeking comment from the U.S. attorney's office in Anchorage were not immediately returned.

Prosecutors said BP's history of environmental crimes in Alaska began in February 2001 when it pleaded guilty to releasing hazardous materials at its Endicott facility on the North Slope. The company was fined $500,000, placed on probation for five years and ordered to create a nationwide environmental management program, prosecutors said.

The March 2006 spill of 200,000 gallons of crude was caused by corrosion, and BP's leak detection system failed to notice it, they said.

The company's guilty plea to a misdemeanor violation of the Clean Water Act in 2007 resulted in three years' probation, a $12 million fine, and restitution and community service payments totaling $8 million to the state of Alaska and the National Fish and Wildlife Foundation.

Prosecutors contended BP violated the conditions of its probation by allowing the 2009 spill from an 18-inch pipe that moved oil, water and gas from drill pads to BP's Lisburne Processing Center. That spill, prosecutors said, leaked 13,500 gallons of oil onto tundra and wetlands.

The government said it was similar to the 2006 spill because BP ignored alarms that warned of the pipe's eventual rupture and leak. The 2009 spill also came after a similar pipe froze and ruptured in 2001, they said, and BP failed to put in place preventative measures that their own experts recommended.

But in his ruling, Beistline wrote: "The investigation concluded, based on the metallurgy report, that the pipeline rupture was not caused by corrosion or improper maintenance, but was caused by a sequence of circumstances, including cooling and warming of ambient temperature after the flow stopped, which led to the freezing of both water and hydrates. This ultimately resulted in increased gas pressure within the pipeline that caused the rupture. Why the flow slowed initially remains a mystery to all."

Beistline said BP followed "accepted industry practices at all relevant times and could not have reasonably expected a blowout similar to the one that occurred on November 29, 2009. Further, the court concludes that once the freeze up was discovered, BP acted reasonably in addressing the problem."

He also said BP's efforts to return the spill site to pre-spill conditions were "impressive."

"An untrained observer would likely be unable to find any indication that a spill had occurred," he wrote, adding there was no evidence that contaminants reached any nearby lakes or Prudhoe Bay.

Breast Cancer Radiation Linked to Raised Heart Risk (HealthDay)

TUESDAY, Dec. 27 (HealthDay News) -- Women who have breast cancer on the left side of the body and who are treated with radiation therapy have a higher risk of developing narrowing of the arteries that lead to the heart, researchers say.

A new Swedish study found that the risk of having moderately narrowed coronary arteries was more than four times greater for women who had left-sided breast cancers treated with radiation compared to right-sided breast cancers treated with radiation. The odds were seven times higher for more severe narrowing on the left side versus the right, according to the study published in the Dec. 27 online edition of the Journal of Clinical Oncology.

"We suggest that the coronary arteries be regarded as organs at risk in radiation therapy, and that every effort be made to avoid radiation dose to the coronary arteries," wrote study authors led by Dr. Greger Nilsson, of the department of oncology, radiology and clinical immunology at Uppsala University Hospital.

However, it's also important to note that of a group of 8,190 women who had breast cancer, just 199 had to be referred for coronary angiography (a treatment for blocked blood vessels).

"Women need to be aware that there is a risk, but the overall risk is still relatively small, and the benefits of radiation in the treatment of breast cancer still outweigh the risks," said Dr. Stephanie Bernik, chief of surgical oncology at Lenox Hill Hospital in New York City.

Cancer treatments, such as radiation and chemotherapy, are designed to destroy cancer cells. Unfortunately, healthy cells are often damaged, too. Treatment techniques are constantly being refined, and today's treatments target fewer healthy cells than treatments from years past.

For example, newer radiation techniques help protect the heart and the arteries leading to it, according to Dr. Timothy Zagar, an assistant professor in radiation oncology at the University of North Carolina at Chapel Hill. One such technique is to give bursts of radiation only when a patient is taking a deep breath. During a deep breath, the main artery going to the heart separates from the breast and chest wall, which keeps it away from the radiation.

Zagar, co-author of an accompanying editorial in the same issue of the journal, said researchers don't know exactly how radiation causes damage to coronary arteries, but it's believed to damage the cells lining the arteries (endothelial cells), which causes inflammation, which can lead to hardening of the arteries.

The current study included women from Sweden who were diagnosed with breast cancer between 1970 and 2003. Of the 8,190 women, the researchers found 199 women who had undergone coronary angiography, suggesting significant coronary artery disease.

Coronary artery narrowing (stenosis) is graded on a scale of zero to 5. Zero indicates a healthy blood vessel, while 5 indicates a blocked blood vessel.

When the researchers compared women who'd had radiation treatment on the left side of their body versus the right, they found that the odds of a grade 3 to grade 5 stenosis in a left-sided artery were 4.38 times higher. The odds of a grade 4 or grade 5 stenosis were 7.22 times higher for women who had left-sided breast cancer.

In women who received radiation in high-risk areas near the heart's arteries, the risk of a grade 3 to grade 5 stenosis was nearly twice as high as it was in women who had radiation in low-risk areas, or who didn't have radiation.

Zagar pointed out that this study was done over a long period of time and that changes in the way radiation is delivered would likely result in lower odds of coronary artery stenosis for women treated with radiation today.

In addition, Zagar said, "I don't think this study's findings would justify changing from a lumpectomy [breast-conserving surgery] to a mastectomy [surgical removal of the breast]. Breast-conserving therapy is very important to many women, and the number of coronary events are still low," he added.

"It's important to understand that with all treatments, there are risks," Bernik said. "And, we know that this is one of the risks with radiation of left-sided breast cancer. Women need to keep in mind that they're at increased risk of coronary events and need to follow up with their doctor going forward."

Brazil is making strides in purging government corruption ? a 500-year-old problem that persists today in Latin America because of cultural acceptance, inequality, and prevalent drug money.

Since its creation in 2007, the local activist group Rio de Paz, a loose coalition of youths and church members, has focused on one city's most notorious problem: the thousands of murders tallied in Rio de Janeiro each year.

But when President Dilma Rousseff, who took office in January, began to sack members of her cabinet amid corruption allegations, and the media followed up with aggressive investigations of misconduct at the highest levels, the civil society group began to take up another cause.

"We think that corruption is what kills," says Ant?nio Carlos Costa, a pastor and executive director of Rio de Paz.

They took to the streets to protest graft, carrying brooms to support the faxina, or sweeping up, and joining 20,000 protesters who showed up in Brazil's capital, Bras?lia, in September in the largest of more than 30 anticorruption marches held this fall throughout the country.

Mr. Costa says the small movement is growing as nonprofits and citizens seek to hold corruptive forces accountable.

Many countries in Latin America, such as Brazil and Mexico, are touting strong economies that make them important players on the international stage. But corruption, especially at the state and municipal levels, threatens to undermine their credibility in fighting crime.

Brazil's government is paying attention. Since President Rousseff has taken office, six ministers have resigned amid allegations of corruption, helping to boost her approval rating. Brazil also passed a freedom of information law this fall after years of debate, and formally launched, with the United States, the Open Government Partnership (OGP), a multicountry body that aims for transparency and the empowerment of citizens.

Latin America's corruption problems go back 500 years to the colonial era and persist today because of cultural acceptance, inequality ? for example, low-paid police officers in Mexico often extract bribes to make ends meet ? and the influx of drug money that can corrupt entire institutions.

Efforts toward greater accountability for wrongdoing run the gamut in Latin America. But most of the countries in the region sit somewhere in the middle, and they are pushing forward to help reverse the status quo ? with Brazil paving the way, experts say.

"Brazilian society is passing through a new stage of democratic advances," says Fabiano Angelico, a S?o Paulo-based independent consultant on transparency.

The resignations in Rousseff's cabinet have helped spur an incipient movement. The latest to resign was Labor Minister Carlos Lupi, accused of taking money from nonprofits in return for ministry funding. He denied the charges but stepped down this month ? preceded by the ministers of sports, tourism, agriculture, and transportation, as well as Rousseff's chief of staff.

Russell makes her pitch to college-bound players

Homecomings are always happy for Sara Russell. But this one was extra special.

Not only did Russell arrive for the holidays to visit her folks, who formerly lived in the Mount Sicker Road area and are now in Ladysmith, she got to spend time helping out some of the region?s emerging fastpitch talent.

Russell, 28, nee Wallace, was a dynamic pitcher in her heyday in the Duncan fastpitch program. She?s now coaching ball and teaching at Covenant College, a small Christian college, in Lookout Mountain, Georgia.

Russell loves giving back to the game whenever she can and made a stop at Frances Kelsey Secondary School Saturday to conduct an identification camp for young players, along with husband William, and offer tips to players seeking to go the scholarship route to her school or others.

?Coaching?s my passion,?? said Russell. ?College level is just spectacular.??

She remembers her days growing up in Duncan well. The star pitcher led Duncan teams to World Series tournaments in Portland, Oregon at the Little League Major level in 1994 and later to Kalamazoo, Michigan as a 16-year-old.

Stan McKinlay, her coach at the time who also helped out at the clinic, remembers her as a solid all-around player.

?There isn?t anything she couldn?t do,?? he said.

Russell attended Mid-Continent University in Mayfield, Kentucky from 2001 to 2005.

?It was a wonderful experience,?? she said. ?We won a conference tournament and went to regionals and once went to a national tournament.??

Russell hadn?t visited other schools and didn?t know what to expect, but it turned out to be a shrewd move. It?s also where she met her future husband and they were married in July of 2006.

Russell coached at Mid-Continent during the 2005-06 season, became a teacher?s aide in the spring of 2007 and has been at Covenant College from 2008 to the present where she runs the ball program for the Div. 3 school efficiently.

?I saw some girls I would love to get my hands on,?? she said in looking over the talent at the camp. ?There were some girls, ?I?ll take you right now.???

One of them, Ashley Schenk of Victoria, is actually in the process of gaining acceptance to Covenant and being added to Russell?s roster.

Russell gave the girls tips for preparing themselves. Researching schools and making a highlight video are important elements, she indicated.

Russell advised athletes to visit the schools they?re most interested in and learn about the athletic and academic programs. ?Don?t just fall in love with one aspect of the school,?? she said.

Russell has many contacts and is more than willing to help the girls.

?I really didn?t know where they were at as far as knowledge,?? she said. ?I really think this is still new territory for everybody.??

Broncos Fall To Bills: Denver Loses 3 Defensive Backs

ORCHARD PARK, N.Y. ? The Denver Broncos' defensive backfield is suddenly banged up after losing three regulars ? including safety Brian Dawkins ? to injuries during a 40-14 loss to the Buffalo Bills on Saturday.

Dawkins aggravated a neck injury in the first quarter. It's the same injury that forced the 16-year veteran to sit out a 41-23 loss to New England a week earlier.

Broncos cornerback Quinton Carter did not return because of a hamstring injury, while safety Chris Harris sustained a pinched nerve while tackling quarterback Ryan Fitzpatrick in the fourth quarter.

Denver coach John Fox had no immediate update on the status of his players. Denver (8-7) is tied with Oakland atop the AFC West and is still in contention to clinch its first playoff berth since 2005.

The Broncos host Kansas City in their season finale next week.

The Bills' injury troubles worsened, particularly along a patchwork offensive line that's already missing its top player, center Eric Wood.

Left tackle Demetrius Bell hurt his knee in the second half and did not return. Kraig Urbik, who was starting at center, did not return after hurting his right knee in the first half.

With Urbik out, Colin Brown took over at center and was inconsistent in snapping the ball in shotgun situations.

The Bills also lost another tight end, reserve Mike Caussin, who hurt his right knee on a kickoff return in the third quarter. Caussin was forced to start Saturday because Scott Chandler was playing on a sore ankle and Lee Smith was placed on injured reserve last week.

Without going into detail, coach Chan Gailey said the prospects didn't look good for any of the three players being healthy enough to play in Buffalo's season finale at New England next week.

The Bills also lost receiver Brad Smith in the second half with a hip flexor. Gailey did not have an update on Smith.

Is Sheriff Joe Arpaio using racial profiling to find illegal immigrants?

A federal judge in Arizona heard arguments Thursday in a lawsuit in which Hispanic plaintiffs contend Sheriff Joe Arpaio is ignoring constitutional probable cause standards by targeting Latinos with traffic stops.

In Sheriff Joe Arpaio's Maricopa County, his critics say, the otherwise innocent tableau of Spanish speakers hanging out in front of a convenience store is probable cause for a police officer to approach and ask for identification.

So, apparently, is cruising down the street, according to a suit filed in federal court in Phoenix. The suit?s Hispanic plaintiffs contend that Sheriff Arpaio is ignoring constitutional probable cause standards by targeting Latinos with traffic stops, during which they are asked about their immigration status.

On Thursday, U.S. District Judge Murray Snow heard arguments in the case, with the options of allowing the suit to go to trial, throwing the suit out, or declaring that Arpaio uses racial profiling in the enforcement of immigration laws. The judge is considering whether the acknowledged shredding of documents by the Sheriff?s Department would enable a judge or jury to infer that deputies targeted Latinos.

But the suit is just one of a growing mass of legal challenges confronting the maverick sheriff. Last week, the U.S. Department of Justice cited Arpaio for racially profiling Latinos through the Sheriff Department?s frequent ?sweeps? of Hispanic neighborhoods in suburban Phoenix.

The death this week of a Hispanic inmate at a Maricopa County jailhouse following a scuffle with Arpaio's deputies is adding to the sheriff's troubles.

The Maricopa County lawsuit and others were bolstered by the Justice Department allegations of racial profiling. One concrete outcome this week of those allegations: 90 of Arpaio's deputies had to turn in federal badges that allowed them to carry out immigration work, including checking suspects' immigration status.

Both the DOJ report and the lawsuit heard Thursday focus on Arpaio's use of large-scale neighborhood ?sweeps? where 1,500 people, mostly Hispanics, have been arrested in the last three years alone, with illegal immigrants accounting for 57 percent of those arrested. The DOJ's report, based on a three-year investigation, accused Arpaio's department of using military-style patrols to confront people based on ?racially charged? citizen complaints about Latinos participating in what some call a ubiquitous "storefront culture."

The DOJ investigation identified other problems with Arpaio's definition of probable cause, noting that the Sheriff's Department has allegedly tried to silence critics by arresting them without cause. Moreover, the report said Latinos are up to 9 times more likely to be stopped than whites, with many of them arrested without ?good cause.?

But legal experts say the allegations against Arpaio's department are hardly slam dunks. For one, state and federal courts tend to give police officers the benefit of the doubt when they're involved in street arrests. Moreover, Supreme Court precedents require very specific, provable allegations to determine constitutional overreach on the parts of police officers on the beat.

"In essence, you've got three Mexican-American men hanging out on the street, and the question is whether that's probable cause for police to believe something is up?" says Norm Pattis, a criminal defense lawyer in Connecticut. "The police officers are going to say, 'We observed three men in a known narcotics area, we suspected foul play, and we went to talk to them.' "

Moreover, many Americans, including presidential candidates like Rick Perry and Michele Bachmann, consider Arpaio a ?hero? for doing the job critics claim US immigration authorities won't do. Others see the DOJ allegations against Arpaio as a politicized attack from the Justice Department, intended to bolster President Obama's relationship with Hispanic voters.

Arpaio ?takes great pains to make sure that he doesn't discriminate against people based on race,? Rep. Steve King (R) of Iowa, vice-chairman of the House Immigration subcommittee, said this week. ?It's not a profiling operation going on that I can see.?

Besides Thursday?s court hearing in Phoenix, another federal judge will hear the DOJ's case against Arpaio unless he decides by Jan. 4 to work out a settlement on the racial profiling charges. A federal grand jury has also been investigating whether Arpaio and his deputies abuse their power.

Why there could only be eight best picture Oscar nominees (Reuters)

LOS ANGELES (TheWrap.com) ? Everybody's confused about the new Best Picture process.

Nobody knows how it will play out, and whether we'll have five nominees, or 10, or some number in between.

But what if I could tell you what happens when the Oscar process is applied to ballots cast by a group of hundreds of voters who've historically been an accurate predictor of what Oscar voters will do?

I can, and here's the answer: There won't be 10 Oscar Best Picture nominees.

There will be eight.

And we got that number by counting the Critics' Choice Movie Awards ballots the same way the Motion Picture Academy tallies its votes.

The study began when I approached executives at the Broadcast Film Critics Association, which gives out the Critics' Choice Movie Awards -- and of which I am a member -- with a crazy suggestion:

"After you announce your nominees, let me recount the ballots using the Oscar system," I asked.

The CCMAs, after all, are one of the most accurate bellwethers of the Oscars. Last year, 27 of the Academy's 30 Best Picture and acting nominees had already received CCMA noms; the year before, it was 24 out of 30.

Understandably, the Broadcast Film Critics didn't go for my plan to borrow their ballots, even after I promised not to reveal which films would have been left out. But they were intrigued by the idea, and they got in touch with the accountant who tallies those ballots at CMM, LLP.

The Broadcast Film Critics and CMM agreed to let me tutor the accounting firm's Debby Britton on the Oscar process, and then reveal the results after the counting was completed.

So I sent Britton a step-by-step description of the process that the Academy says will result in somewhere between five and 10 Oscar nominees.

And here's how it played out:

A large majority of the Broadcast Film Critics' more than 250 critics cast ballots, which asked them to rank their favorite movies, one through five. On those ballots, 33 different films received first-place votes.

Under the Oscar system, the race is immediately narrowed to those 33 films; every other movie is out of the running, no matter how many second- or third-place votes it received.

Once the initial count was made, the number of votes required to guarantee a nomination was determined. This is done by dividing the number of votes by 11, and then adding one (or if the result is not a whole number, adding whatever fraction is needed to make it one).

Example: If 250 members had voted, 23 votes would have guaranteed a nomination, because it would be impossible for more than 10 films to receive that many votes.

According to CMM, only one film received enough votes to secure a nomination in this way.

(I don't know which film this is, and neither do the BFCA officials who passed me the information. But it's easy to take an educated guess and figure that it's probably "The Artist," since that film has won the lion's share of the critics' awards handed out so far this season.)

The next step in the Oscar process is to determine if any film got 20 percent more votes than it needed to secure that nomination. If so, it triggers the "surplus rule," and its votes are redistributed, and the film ranked second on each ballot gets a percentage of that vote.

Another example: If a film gets twice as many votes as it needs, each of its ballots counts 50 percent for the first-place film and 50 percent for the voter's second choice.

The one film that qualified in the first round, according to CMM, did indeed trigger the surplus rule.

After its votes were redistributed, Britton then went back to the rest of the ballots. At this point, she looked for any movie that received less than 1 percent of the vote. That would be two votes if more than 200 voters cast ballots, one vote if fewer than 200 did so.

According to Britton, 10 of the 33 films fell below the 1 percent threshold. Those 10 then had their ballots redistributed, with the vote going to the film ranked second on the ballot, assuming that film was among the 22 movies still in the running. (If it wasn't, she would move down the ballot until she found a movie that was.)

When those ballots were redistributed, CMM then looked at what was left. At this point, under the Oscar system, any movie with more than 5 percent of the vote would became a nominee; any movie with less than that would not.

And when Britton did the final math, she came up with eight nominees.

Will the Oscars play out the same way? Will only one film qualify in the first round? Will a third of the films in play fall beneath the 1 percent threshold?

We still don't know -- but after this little experiment, we just might have a better idea.

Oscar nominations will be announced on January 24; the Critics' Choice Movie Awards will take place on January 12 at the Hollywood Palladium and will be broadcast on VH1.
