Earlier this year, James Cameron took a submersible about 11 kilometres below sea level, to the bottom of the Mariana Trench. In doing so he became only the third human being to visit the deepest point of the ocean.

Not that there was much to see in the murky depths. "The only free swimmers I saw were small amphipods," Cameron told National Geographic. If he'd looked closely, Cameron might have seen those amphipods tuck into a surprisingly woody meal.

Amphipods are shrimp-like crustaceans. We don't know what species Cameron saw, but it might well have been Hirondellea gigas. It is one of the few animals known to plumb such extreme depths. To do so, it has evolved unique molecular tools, which allow it to digest food that most animals would spit out. This could be the key to the species' survival in the wasteland of the deep sea.

Deep places of the world

Amphipods are one of those luckless animals that hardly anyone takes an interest in, despite the fact that they are spectacularly diverse and widespread. They live in virtually every sizeable body of water on Earth, whether fresh or salty. Most are just a few centimetres long, but giant amphipods, 10 centimetres long, have been found beneath Antarctic ice sheets, and "supergiants" twice that length are sometimes found in the Pacific.

Hirondellea gigas is less spectacular, ranging from 2 to 5 centimetres in length. Its pale, almost bleached, skin makes it look like an anaemic woodlouse.

But it must be pretty special, because it can survive in the Mariana Trench. At the Challenger Deep, the Trench's deepest point, the pressure is 1000 times that at the surface, and the water is pitch-dark and just 2 ?C above zero.

In 2009, Hideki Kobayashi of the Japan Agency for Marine-Earth Science and Technology in Yokosuka, Japan, and his colleagues lowered a camera and four baited traps into the Challenger Deep. They captured 185 animals in 3 hours, all of them H. gigas. Clearly, the animal flourishes in the depths. Kobayashi studied their digestive systems to find out what they eat.

He found that H. gigas could carry out many of the same digestive reactions as other animals. In particular, it could break down polysaccharides ? complex organic molecules found in plants ? into simpler sugars.

More impressively, in the lab H. gigas could also digest sawdust. Being made from wood, sawdust is rich in a compound called cellulose that is notoriously tricky to digest. Ruminants like cows, and termites, can digest it but only with the help of symbiotic microorganisms living in their guts. Human guts, meanwhile, pretty much treat it as roughage.

Kobayashi managed to isolate the enzyme that H. gigas uses to digest cellulose. It didn't look like any cellulose enzyme we know of. Instead, it was closely related to a family of enzymes that separate sugars from other molecules. That suggests H. gigas has evolved a unique enzyme.

Chunks of wood, and similar materials such as coconut shells, are sometimes found deep in oceanic trenches. These sunken pieces of vegetable matter may form a big part of the amphipod's diet.

That may not sound very appetising, but if you live in a high-pressure, pitch-black desert, you take what you can get.

Long before Kickstarter and crowd sourced development funding became the flavor of the week, the OpenPandora team was designing and producing their own handheld gaming console based off of what their fellow?forum?members wanted. The idea behind the Pandora was to produce a handheld gaming console that met the needs of their highly active, but small,?forum. It had to be a fully functional Linux PC, have an awesome D-pad, and be powerful enough to emulate the mass market console gaming systems that had proceeded it. It took a long time to get all of the?pieces?into place (read: four years of hardship and delays), but the Pandora has finally matured into the handheld console that its steadfast supporters have always hoped it would.

It?s often best to let those who care the most about ?a product describe it in detail. As such we asked Micheal to give us a run down of what specifically the Pandora is.

Many of our readers many not know very much about the Pandora, so can you describe the product to me?

That?s pretty hard, as it can do so many things it?s hard to put it into one category. Well, basically, it?s a miniature Linux PC the size of a Nintendo DS, so way smaller than a Netbook. So you got a pretty neat keyboard, a high-res touchscreen, an incredible battery time (over 10 hours in normal usage) and can do things you can do on a normal PC. Coding, Office Work, Websurfing, etc. However, that?s not all. You also have a proper DPad and buttons to play games ? and we made sure these are one of the best (as we?re gamers ourselves). So you can both replay classic games (SNES, Genesis, Arcade, Amiga, C64, Playstation, etc.), play Linux or Homebrew games or even code your own games. And another special thing is: It?s open. If you want to run Android on it, you can do so. You rather want Debian, Slackware or Ubuntu? You?re free to do that. It?s up to you what you want to do with your Pandora. We won?t lock you down. Heh, and you can also chat with the creators of the device ? ever tried doing this with the PSVita or Samsung Galaxy chief developer?

A lot of people believe that the commercial?success?of hardware products, like this one, is decided by whether or not it has a ?killer? feature. To that end we wanted to know what Micheal thought was the most important feature that the Pandora has to offer.

What is your favorite function of the current Pandora?

Besides being able to play my PlayStation RPG-Collection on-the-go, I?d say it?s not a function but the community behind it. It?s so much fun seeing first versions of new games or ports ? and then following the improvements and enhancements which are being included and discussed by and with the community. That?s awesome. It?s also nice being able to play Android games with proper gaming controls and NOT having to fear that they gather any personal contact data from your system.

One of the more harrowing details of the history of the Pandora as a product has been the countless production mishaps, thus we thought it would be nice to see?approximately?how big the user base is for the Pandora.

Approximately how many units of the Pandora have been shipped?

Should be about 4000 now.

While 4000 units is a number that compares poorly to mainstream consoles (and Windows Phone 7 sales /pun), it actually a testament?to how dedicated the team at OpenPandora is to their product. This is especially?apparent?when you consider how difficult it is to get a project like this one off the ground, and after you?ve read through some of the news posts on the OpenPandora?forums that?describe?in detail the?difficulties?of manufacturing the Pandora.

Speaking of manufacturing, the Pandora is a product whose design has continued to evolve since its inception.

The latest version of Pandora seems to have amassed quite a few improvements compared the initial batches back in 2010, what?s changed?

The first initial batch really had some issues. The LCD Cable failed after a while, the nubs did as well. The case also had some weak spots which easily broke. The CPU used back then also had some bugs which have been removed in the current versions. Luckily, all these things were fixable. The new LCD Cables don?t fail anymore ? and if an old one fails, we?re replacing it with the new one. Same with the nubs. The case has been improved as well and the weak spots have been strengthened. Oh, and the new units got more RAM ? and we also have upcoming versions with a faster CPU. However, all these units are using the same OS and are compatible. This was very important for us.

Moving the focus onto an aspect of the Pandora that its larger?competitors?like to talk about, we wanted to learn more about the ecosystem surrounding the Pandora.

What do you think is the strongest draw to the Pandora, and it?s ecosystem, for prospective users?

It surely depends on the user. I love that the Pandora is open, everyone is welcome to hack on it and play around as much as he likes. And the OS is not crippled ? it?s a fully fledged Linux OS. Also, there are no hidden costs. You buy the Pandora once and there?s no need to pay any additional fees or buy games. Well, okay, you need at least one SD Card; And being able to run homebrew and emulators without having the everlasting fight between hackers and manufacturers is great as well. However, while these are strong points for the users who love the Pandora, it also are the weak points for some others. Being open and uncrippled means that it?s a bit more complicated to use than an Android smartphone for example, as it?s a lot more flexible. You can compare it to a normal desktop PC: Even inexperienced users can use stuff like an iPad, but a desktop PC with many possibilities is too complex to them. It doesn?t mean the Pandora is hard to use. If you are experienced enough to know what a ZIP-Archive is, you should be able to use a PC.

The Pandora is not meant to compete for the same class of users that Apple and Nintendo branded products are aimed at. Instead it?s designed to meet the needs of users who are really interested in knowing and understanding exactly how to get what they want from their hardware.

What does the future hold for you and the Pandora?

Who knows? Hopefully, it will continue to sell well. As?the Pandora is?not being made by a huge company in a developing country, the price is high compared to other devices, like smartphones. However, if you check the message boards,?almost everyone will tell you it?s worth the price. We are hoping we?ll be able to continue development and release a Pandora 2 at some point? An OMAP5 with quadcore would surely rock. But it would only make sense if we made money with the Pandora 1 to fund the development of a sequel.

The ~$500 price is the biggest and most obvious draw back to the Pandora, but as any BMW or Audi salesman will be happy to remind you, there is some merit to owning a product of Germany.

What are your thoughts on the sales decline of dedicated hand held gaming consoles (like the PS Vita, and the 3DS) over the past few years?

As far as I know, the 3DS sells pretty well now that it has?some good games available. The PS Vita is technically an impressive console ? but it doesn?t offer?a new in gaming experience. Gamers who have been playing games for years are looking for good games, not only good hardware. As can be seen with all these remakes of classic games we get today (Rayman, Speedball 2, etc.), it?s not all about graphics, it?s about fun and gameplay. And MANY classic old games have more charming appeals than the latest and greatest games. If the PS Vita had more interesting games, it would sell better. I?m also one of these gamers: I only buy a console when there are good games out there. I have a 3DS, but no Vita yet. And I just bought a PS3 ? as Tales of Xillia is coming out now. So as long as the new devices don?t offer anything except for a bit better graphics, they won?t sell.

Micheal hit the nail on the head here. Many pundits often?talk about the early troubles of mainstream console products such as the 3DS and?cite the lack of substantive advantages that they can offer?over their predecessors as their biggest drawbacks, and they are not wrong when they do so.

Oh, it?s pretty easy for me, as I?ve always been honest and open and always loved achievements?that were made by a community and not a company.

Recently Open Pandora held?an app competition in perparation of a new production run of Pandora units. This event was called the pandora Rebirth Competition.

Are you pleased with how the Pandora Rebirth Competition went?

Yes, there were some pretty neat releases PNDManager really enhances the Pandora a lot. It?s basically an app manager like Google Marketplace ? but way more comfortable and nicer (well, in my opinion).

Closing out our interview with Micheal, we decided to hit him with a question that, while a little clich?, often offers a little tastes of a different perspective.

If you could return to the early days of Pandora development and give yourself, or one of your colleagues, a piece of advice, what would it be?

That?s easy: Always work with companies you can easily reach with your car in case anything goes wrong. It might cost more money, but it really helps. That?s the reason the Pandora PCB is now being produced here in Germany and future cases will be produced in England, right around Craigs corner (the iCP case is already being made there). It really is the only way to ensure reliable production.

I own and use more gadgets than just about everyone. I can confidently state that I use those gadgets more heavily than most users. It's not uncommon to see me with one tablet or another in my hands.

My current preferred tablets are the latest iPad and the Nexus 7. While I have owned and used various Android tablets, the Nexus 7 with Jelly Bean is the best of the lot by a wide margin. The small size makes it perfect for extended sessions, and better than the iPad in that regard.

As good as the Nexus 7 is for most things, every time I pick the iPad up I am struck by how much better the user experience is compared to that of the Nexus 7.

The operation of the iPad is more consistent, fluid, and more pleasing than that of the Nexus 7. Even with the much improved Project Butter enhancements in Jelly Bean, the iPad is more pleasant to use.

A big part of the consistent user experience of the iPad is due to the apps. Whether you like the closed system of iOS or not, the apps work more consistenly no matter the function. When you fire up an iPad app you know where all the controls will be as they are intuitively placed.

Apps on the iPad work as expected and with a pleasant interface. That's across the board, and why using the iPad is so pleasing compared to using the Nexus 7.

I am on record for using both the iPad and Android tablets to get real work done, and I also use them for the typical leisure activities tablets are famous for. The better user experience applies equally to the iPad for all uses.

While certain activities are better suited for the smaller Nexus 7, such as ebook reading, the Kindle iPad app is better than that on Android. The simple function of sorting a big ebook library by most recent activity, the preferred method, is strangely absent from the Nexus 7. Finding my most recent purchases is a nightmare on the Nexus 7 while easy (and instantaneous) on the iPad.

UPDATE: Lo and behold the latest update for the Kindle app on the Nexus 7 has finally added sort by recent activity.?

Jelly Bean on the Nexus 7 has gone a long way to address the laggy, jerky operation of other Android tablets that has in the past driven me nuts. Scrolling in windows is not completely fluid, but it's much better than scrolling on other Android tablets.

It's good, but not good enough compared to the iPad. I can use the Nexus 7 heavily and have no complaints. Then I pick up the iPad and realize immediately how much more fluid and pleasant to use it is compared to the Nexus 7.

The quality of iPad apps is for the most part better than those available for the Nexus 7. The rigid rules Apple places on developers is often criticised, but the end results speak for themselves.?

I use lots of apps on both the Nexus 7 and the iPad, and I can't think of more than one or two on the Nexus 7 that are better than similar apps on the iPad. There are rare exceptions like the Gmail app in Android, but those are far too rare.

Using an iPad is so much more pleasant compared to the Nexus 7 that I am confident that the rumored iPad Mini (or as I prefer to call it the iBook) will capture the small tablet market and quickly. The pricing Apple puts on the smaller tablet will certainly be a factor, but knowing the company I believe they will get it right.

I can see Apple selling more than 10 million iPad Minis in just a few months. They will be perfect holiday gifts and the novelty of a smaller iPad will be popular.

The smaller size of the Nexus 7 is its only advantage over the existing iPad and the iPad Mini will wipe that out. I expect the littlest iPad will own the small tablet market almost from launch.

This is my opinion and it won't be popular with Android enthusiasts. That's OK, but the difference between the iPad and the Nexus 7 hits me in the face every time I set the Nexus down and pick up the iPad.

That's not just guesswork, that is based on heavily using both the iPad and the Nexus 7. The Nexus 7 is good, but not good enough to head off a small iPad.

I got to witness Shorkut in action in the adidas store in Greenbelt 3 while the Pinoy All-Stars danced to the beat. I was surprised when I saw that before entering the store that I thought the media conference was already halfway. Philippine pride is also represented in this event because Shortkut is a Filipino-American. Ali Shameed Muhammad is a producer/DJ and one third of the legendary hiphop group, A Tribe Called Quest. This is not his first time to perform in Manila. He was a pioneer during the first Manila Music Festival which I also covered months ago. Ali Shameed said he was honored to be among the first to perform during that event and appreciated how the Filipinos embraced his music. He said that given a chance, he would love to return to the next Manila Music Festival. To Ali Shameed, his music is not just a means to work but his reflections that he wants to share to other people.

Russian punk band found guilty of hooliganism

Three members of Pussy Riot -- a Russian punk band and feminist collective that mocked Russian president Vladamir Putin during a "punk prayer" in a Moscow cathedral--have been found guilty of? hooliganism driven by religious hatred and offending religious believers a judge ruled.

Sentencing is expected later today.

Judge Marina Syrova announced the verdict from a district court in central Moscow, about two miles from the Christ the Saviour Cathedral where the guerrilla group performed its "flash" stunt.

The band members--Nadezhda Tolokonnikova, 22, Maria Alyokhina, 24, and Yekaterina Samutsevich, 30--were arrested on March 3, several weeks after the performance, and charged with "hooliganism." They've been in jail ever since.

Their trial drew enormous international interest, sparking catcalls from international free-speech advocates and spawning dozens of protests--including demonstrations in more than two dozen cities worldwide on Friday before the verdict was announced.

Madonna, Bjork, Paul McCartney and Courtney Love were among a long list of musicians to come out in support of Pussy Riot, calling on the Russian government to set the band members free. Last week in Berlin, more than 400 people joined a protest led by electro-singer Peaches.

"In one of the most extravagant displays," the Associated Press said, "Reykjavik Mayor Jon Gnarr rode through the streets of the Icelandic capital in a Gay Pride parade ... dressed like a band member--wearing a bright pink dress and matching balaclava--while lip-synching to one of Pussy Riot's songs."

What started as "a punk-infused political prank," London's Independent said, "has rapidly snowballed into one of the most notorious court cases in post-Soviet Russian history."

Five members of the group, which formed in 2011, were arrested in January after a video of a Putin-baiting performance in Moscow's Red Square circulated online. They were detained for several hours by police, fined and released, NPR said.

But the 10-member Pussy Riot--inspired by the American "riot grrrl" movement and bands like Bikini Kill--vowed more protest performances.

Pussy Riot's stunt at Moscow's Christ the Savior Cathedral, a Russian Orthodox church, was a response, they said, to Patriarch Kirill's public support of Putin in the build-up to Russia's presidential election. Putin won a third term as president in March.

"Holy Mother, send Putin packing!" the group sang.

The Guardian called the trial, which began on July 30, "worse than Soviet era."

"By the end of the first week of Pussy Riot's trial," the Guardian's Miriam Elder wrote last week, "everyone in the shabby Moscow courthouse was tired. Guards, armed with submachine guns, grabbed journalists and threw them out of the room at will. The judge, perched in front of a shabby Russian flag, refused to look at the defense. And the police dog--a 100 [pound] black Rottweiler--no longer sat in the corner she had occupied since the start of Russia's trial of the year, but barked and foamed at the mouth as if she were in search of blood."

Lawyers for the women complained during the trial that the trio were being starved and tortured in prison. Two threatened to go on a hunger strike after they were initially jailed.

"Their treatment has caused deep disquiet among many Russians, who feel the women are--to coin a phrase from the 1967 trial of members of the Rolling Stones--butterflies being broken on a wheel," the BBC's Daniel Sandford wrote.

Syrova was subjected to unspecified threats during the trial, Russian authorities announced on Thursday--assigning bodyguards to protect her before and after she announced the verdict.

Several Russian pop stars, though, questioned the outpouring of support for Pussy Riot.

"What is so great about Pussy Riot that all these international stars support them?" Russian singer Valeria wrote on her website, according to Reuters. "They must be saying this because someone ordered them to."

"Art and politics are inseparable for us," the band said in an interview with the online newspaper Gazeta.ru in February. "We try to make political art. Performances and their rehearsals are our job. Life in Pussy Riot takes a lot of time."

When uncoupling proteins are active, mitochondria produce heat instead of ATP. This may be useful under certain circumstances, such as when an animal is hibernating. But non-hibernating animals also have them. Particularly poorly understood is the uncoupling protein UCP2. Elena Pohl and colleagues at the University of Veterinary Medicine, Vienna, show that the protein occurs mainly in cells of the immune system. The group's highly provocative findings are published in the online journal PLOS ONE.

Mitochondria represent the powerhouses of the eukaryotic cell. They are able to use the primary product of the breakdown of sugars to generate a proton gradient across their inner membrane and to exploit this gradient to produce ATP, which drives cellular metabolism. The importance of mitochondria to higher life forms is clear from what happens when their function is blocked: many poisons, such as cyanide, are known to act in this manner.

In this light, the discovery in 1973 of a eukaryotic protein that dissipates the proton gradient without generating ATP was highly unexpected. When this protein, thermogenin, is active, mitochondria produce heat rather than ATP. We now know that thermogenin is merely one member of a family of so-called 'uncoupling proteins' that can use proton gradients to generate heat. The founder member of the family, thermogenin, has been renamed uncoupling protein 1 or UCP1 and is known to be important in helping animals keep warm during hibernation and for babies to maintain their body temperature. The actions of the other members of the family are less well understood. Particularly enigmatic is UCP2 but important clues to its function have now been provided by Anne Rupprecht and colleagues in the Institute of Physiology at the University of Veterinary Medicine, Vienna. Together with collaboration partners in Germany and Sweden, the researchers carefully examined the distribution of the UCP2 protein in mice. Their results showed clearly that UCP2 was preferentially expressed in cells related to the immune system and not, as generally believed, in neurons.

The implication was that UCP2 might somehow be involved in immune function. This surprising idea was tested by examining the change in UCP2 levels in T cells that were stimulated into action by a specific antigen. Stimulation indeed caused an increase in the amount of UCP2 in the cells. This was paralleled by increases in the concentrations of other proteins known to be produced in response to T-cell activation. When the cells were further stimulated seven and fourteen days later the amount of UCP2 increased although the amounts of the other proteins investigated did not.

It is attractive to speculate that the increase in UCP2 might be involved in signalling T-call stimulation but Pohl is quick to quash the notion. "Anne showed that the increase in UCP2 only starts a few hours after activation of T cells, while other events are seen much sooner. UCP2 thus arrives too late to be involved in stimulating the cells, so the increase must be related to overall metabolic changes in proliferating cells. This fits with our observation that UCP2 is not found in neurons, which no longer proliferate" In other words, although we still cannot be sure of the exact function of this intriguing protein, "at least we now know where to start looking!" And the finding that UCP2 is required by fast proliferating cells may have important consequences for the development of treatments for immune disorders, such as autoimmune and neurodegenerative diseases, and perhaps also for other diseases where cells divide rapidly, such as cancer.

It's only been a little over a month since Giada first introduced that itty-bitty, Ivy Bridge-loaded i53 mini PC, but the outfit wants to have something for everyone and is now announcing a lesser-specced i35G series. Although not as powerful as its i53 brethren, the i35G's got some nice attributes of its own, including -- you guessed it -- Intel's Cedar Trail CPU, a hot-off-the-press GeForce GT 610 GPU and 2GB of RAM with the base model (up to 4GB) -- not to mention an all-in-one card reader, five USB 2.0 ports plus VGA, HDMI ports. Additionally, the standard unit comes with a 320GB hard drive, though if you're looking for a quick boost, it's easily upgradable to some solid-state drive goodness. Giada's letting go of its petite i35G starting at $274, but you'll have to call North America home, as it's only available in Canada and the States.

US retail sales rose solid 0.8 percent in July

WASHINGTON (AP) ? Hopes that the economy may emerge from its slump got a lift Tuesday from a report that Americans increased their spending at retailers in July by the most in five months.

From cars, electronics and sporting goods to furniture, building supplies and garden equipment, every major category of spending rose last month. It was a heartening start to the second half of the year after consumers had reduced their retail spending in each month of the April-June quarter.

Retail sales rose 0.8 percent from June to July, the Commerce Department said. It was the sharpest increase since February.

Consumers appear to be taking their cue from the economy's modest but steady improvements.

Employers added 163,000 jobs in July, the best month for job growth since February. Home prices are up. The value of U.S. exports reached a record high last month. U.S. consumers are expressing more confidence. Stock indexes are near their highs for the year. And consumer confidence rose in July for the first time in five months.

"It looks like lower gas prices, a nice rally in stocks and stronger job growth ... helped boost consumer spending" in July said Jennifer Lee, senior economist at BMO Capital Markets.

Some economists cautioned that consumers will likely sustain their spending increases only if hiring continues to strengthen. In the meantime, many remain anxious about the job market and held back by slow wage gains and high debts.

"Americans are not throwing caution to the wind," said Chris Christopher, a senior economist at IHS Global Insight.

A brighter outlook for the economy might also make the Federal Reserve hesitant to take further action to boost growth when its policy committee meets in September.

Still, the overall economy remains subpar. It grew at an annual rate of just 1.5 percent from April through June. That's far too weak to lower the unemployment rate, which ticked up in July to 8.3 percent.

And inflation remains mild, which gives the Fed more leeway to act if it decides the economy needs further help. The Labor Department said in a separate report Tuesday that wholesale prices rose 0.3 percent in July from June. Lower energy prices offset sharp gains in the costs of food, cars and light trucks.

Wholesale prices increased only 0.5 percent in the 12 months that ended in July. That's the lowest since October 2009. Excluding food and energy costs, prices rose 2.5 percent in the 12 months that ended in July. It was the smallest year-over-year gain since June 2011.

Separately, Home Depot Inc., the world's biggest home-improvement retailer, reported better sales in the United States for the second quarter. Demand for its mainstay home-improvement products helped lift its net income by 12 percent.

The government's retail sales report is the government's first look each month at consumer spending, which drives roughly 70 percent of economic activity.

Overall, consumer spending on goods and services grew only 1.5 percent in the April-June quarter, the slowest pace in a year.

Americans are also saving more. The savings rate ? the portion of Americans' after-tax income that they don't spend ? rose to 4.4 percent in June, the highest in a year.

Kumar, e-gold is strictly a paper transaction and can only be converted back into money and not the actual gold. Since you need the actual gold in a year from now, I would purchase gold bullion with the lowest premium over spot price. However. I also believe that gold will be cheaper a year from now because of an improving economy, so you might want to hedge your bet. Buy only 1/2 lakh worth of gold now and invest the rest in a 9 month or 12 month certificate of deposit, which pays about 9% interest and buy the other half when you actually need it.

Your State Auto Insurance Laws May Be Causing You to Pay Higher ...

When we consider the factors affecting auto insurance premiums, one that often gets overlooked is the impact of state insurance regulations. These laws differ widely between states, and the requirements in each do affect how much you have to pay for coverage.

A good example is the impact no-fault insurance regulations have had on price. In a recent study of the highest priced insurance premiums by state, four of the ten most expensive were no-fault states. That?s significant since only a dozen of the states fall into this category. Interestingly, no-fault laws were originally adopted to make premiums cheaper. The idea was that getting rid of the court cases involved in auto accidents would make things cheaper on the insurance companies and those savings would be passed along to the consumer.

Instead, many of these states have seen skyrocketing premiums. In Michigan, which is the most expensive state, premiums represent over 8% of the median family income. In Florida, which ranked as the tenth most expensive state, families pay more than 3.3% of their income for premiums. Both states suffer from the same problem: they require personal injury protection coverage.

With no fault insurance, drivers submit claims to their own insurance company. Personal injury protection, or PIP, covers the medical bills. As medical costs have skyrocketed, insurance companies face higher and higher claims. They also face fraudulent claims with some drivers faking accidents in order to receive money. In Michigan, the amount of money paid to an injured driver is unlimited and can go on as long as necessary. That means one accident could cost an insurance company millions of dollars and those costs are passed onto the consumer.

On the other hand, Hawaii was one of only two no-fault states to be ranked among the ten cheapest for auto insurance premiums in the same study. Like other no-fault states, Hawaii requires PIP coverage as part of their insurance regulations. However, the state limits the amount that can be paid through such a policy. If the claims exceed that amount, the at- fault driver?s insurance will pay the remainder. Consequently, insurance buyers in Hawaii are also required to purchase liability policies to cover property damage and medical bills.

Tort states, such as Louisiana, can also be expensive. These states require the insurance company of the driver at fault to pay for the other driver?s injuries and damages. In the case of Louisiana, nearly half of auto accidents involve the hiring of a lawyer at some point and all of those court battles cost insurance companies a lot. Those expensive are passed onto consumers in higher premiums.

Other tort states keep costs low by setting prices. North Carolina, for example, has an organization consisting of all the state?s licensed insurers, and they determine the price for coverage. While companies can offer lower prices, they rarely charge more. However, they also have the option to refuse high-risk drivers coverage.

As these examples illustrate, each state?s rules can impact the premiums you pay. Short of moving to another state or petitioning your state government to change the rules, these are issues you have little control over.
