Famed conductor honored by Israel's president

(AP) ? Israel's president has recognized Indian-born conductor Zubin Mehta for his contributions to Israeli society.

Mehta, music director for life of the Israel Philharmonic Orchestra, on Monday received Israel's Presidential Medal of Distinction. Other winners have included Henry Kissinger.

Mehta has been the philharmonic's director since 1977. He was also the longest-serving director of the New York Philharmonic.

In 2009, he started a music education program, Mifneh, which is Hebrew for "turning point," for Israel's Arab citizens.

Mehta said at Monday's ceremony that "if you can sing together, you can live together."

President Shimon Peres, a Nobel peace laureate, praised Mehta for his message of peace.

Peres said: "Israel used to be a drama, you made us into a dramatic symphony without compromising one for the other. You harmonized us."

Jane Labous: Studying at the Second Best University on the Planet Means Nothing if I can't Help the Poorest Girls on the Planet go to School

London, October 2012: This morning I found out that the university where I studied is the second best on the planet, and it really made me think. When I read English and French there in the late nineties, I had the privilege of learning beneath the dreaming spires of this venerable city, preceded by thousands of scholars, writers and artists, a whirligig of brilliant minds.

For four years I got to hide away in my little college library reading obscure 17th century texts and delving into the ancient, paper-scented stacks of the Bodleian library, where every book in the world is stored, for out-of-print tomes on romanticism or 18th century doppelgangers. I sunbathed in the same quad as Lawrence of Arabia; got drunk in the same pubs as Vera Brittain; rode my self-consciously rickety bicycle along the same cobbled streets as Margaret Thatcher, Iris Murdoch and Kate Adie (the choice of women alumni is deliberate; we were only allowed into the place in 1920, but since then I like to think we've shone). But at 19 years old, arriving in my stuffy little room on First Quad, I had absolutely no idea how very lucky I really was.

2012-10-04-lowres_IMG_1141_edited11copyCopy.jpg

It was hard enough going there from a state school. My head of sixth form asked me one day if I'd take the exam and I sat it on my own, with a streaming cold, in an over-heated room in the top of A Block, unable to translate the complicated passage on goats into the past historic because, in state schools in 1993, this lumbering but rather beautiful literary French tense was not covered in the curriculum.

When I went to the two day interview my French teacher, Mr Christie, who had been there too, was rooting for me. As my dad and I cautiously explored the streets around the covered market as dusk fell over a stormy Oxford, I spread my arms across the golden stone walls of Jesus College, and knew I loved it.

I was right. For four years I loved and lived Jesus College, Oxford; buried myself in Shakespeare, Paul Eluard and Andre Gide (yes, I was so much more intellectual back then), drowned myself in vodka and lime and awful college port, dressed up in black-tie three nights a week and tormented myself with the usual paranoias (so trivial now that I'm faced with the awkward absurdities of real life) that much of the female student population seemed to suffer.

Nowadays, the past seems another country. I certainly did things differently there, and although they still don't teach the past historic in A-level French, there are more state school students than ever before who get places at my beautiful university, which is brilliant. It is their Oxford now, and I am long accustomed to the feeling that afflicts all graduates when they return. The fleeting sadness that my women predecessors must have felt too, of knowing that their time had passed and those dreamy, decadent times were another world, for another generation.

Now I'm a journalist and, after years of freelancing, I spend my time working in the developing world for the international children's charity Plan International. Researching stories on teen mums, child brides, FGM and a host of other difficult topics across Africa, I meet girls and boys who aren't even in school.

They are among the poorest people on the planet. The girls are doing housework in the family home or being married off early to older men they don't love. The boys are working. I met a nine-year-old cattle herder last week who'd like to go to school, but he's bonded into labour for six more years until he earns his first cow. I look back sometimes and feel troubled. For all our opinionated essays, my peers and I had so many choices, and there we were worrying about our figures. These kids often don't have any choices at all, particularly the girls.

Globally, one in three girls around the world is denied an education by the daily realities of poverty, discrimination and violence. Every day, young girls are missing out on school, forced into marriage and subjected to violence. That may just be a number, but when you meet some of these children, you realise how clever they are and how much of a waste of potential that really is. They talk articulately and in depth about the problems they face and what can be done about them. Most of them want to be doctors, lawyers, nurses or pilots. I like to think that one day they will, but I am, and always will be, an optimist.

On October 11, the world will mark international Day of The Girl. On the same day, Plan International will launch a worldwide campaign to support four million girls to get the education, skills and support they need to move themselves from poverty to opportunity. Because I Am A Girl isn't just a buzzy title. In countries around Africa, on every story I research, I hear it again and again. "Because I'm a girl, I can't go to school", "Because I'm a girl, my family wants me to get married".

The news today about my university made me reflect on how lucky I was and the opportunities I've had; about my amazing parents, both of them impoverished teachers, who scrimped and saved to make sure I had the best opportunities, and whom I'd routinely scam for extra stationery before term started because I knew they'd always buy me stuff to do with school (I was only 10...). They cared passionately about education and were determined that, whatever I ended up doing, I'd get the best chance in life to do it. Parents in the developing world, are, unfortunately, more likely to think it's a better deal to get their daughter a husband, quick.

It only makes me more passionate about the message we are giving here at Plan. I do genuinely believe our cause is important, to raise awareness and discussion and, in the future, lobby governments for change. Every girl (and boy) should go to school and we can all make this happen. When we were students, I think all of us thought we could change the world, then faced the slow, demoralising realisation, upon leaving, that we probably wouldn't. I have come to believe that we can only do what we can. I can write, so I do. Others do other things, big and small, and it all counts hugely.

I've already raised my hand at http://raiseyourhandnow.com. It's a simple thing but it shows support. We'll be doing a lot more - and I'll be telling you a lot more stories that matter. But for now, raise your hand. If you do, a few more girls stand a chance of going to school, university and worrying about their weight and dastardly boyfriends rather than whether they risk being married off to the portly old man down the road before they finish school. Hopefully, one day in the future, we'll raise a glass instead to the successful female businesswomen, politicians, ground-breaking scientists and great thinkers hailing from countries that were once the poorest on the planet.

Finding The Right Information On Landscape Design

Having appealing landscaping is vital if you are looking to improve the appearance of your home. Honestly, if you want to learn the best ways of landscaping your yard, then know that time and effort are required to accomplish this. You need to learn about the best landscaping practices and strategies. The paragraphs below contain tons of information to help prospective landscapers of all types.

When landscaping, it is best to use plants which are native to the area. Using local plants and trees can save you a lot of headaches. These plants will still survive if the soil is of poor quality. Also, they do not need too much water and will still survive in bad weather.

Get references before hiring a professional landscape designer. Although their cost estimate is an important factor, their prior customers will tell you a lot about their work ethic and whether they will be right for your job.

Maximize your landscaping results by including multi-seasonal elements in your garden. Look for plants and shrubs that bloom at various times throughout the year. You can also pick trees with nice foliage or evergreens which make your yard look alive all year long.

As you plan out to create your landscape, make sure you make room for your plants to grow. A tree that starts off small and cute might grow into a huge tree that is too close to the house. Keep the expected size of every plant in mind as you plan the right balance between the various plants in your garden.

Never neglect paths and walkways, as they are critical components of any design. Unattractive sidewalks are extremely detrimental to the success of your landscape design. Change it up by using stepping stone patterned paths to make your landscape more attractive. Brick pavers, rocks and stepping stones come in various shapes and colors that can be specifically designed to your landscaping needs and are comparable in price to concrete.

Prior to undertaking any landscape project, estimate the costs. First, write down a list of the needed materials and equipment. Then, figure out where to purchase these items. Prices can be different from one area to the next. Find out where to get top material at a low price.

If the reason that you want to plant trees on your lawn is for privacy, you should purchase fast-growing trees. These trees grow much, much faster than regular trees. One of the more popular types of these kinds of trees are weeping cherry trees.

Use a drip style system for watering your plants. This type of irrigation system will provide continuous water and is easy to install. You will also find that drips of water work more efficiently than a full stream of water, helping you to avoid the dangers associated with over-watering.

Do not hesitate to remove any plants from any area of your yard. Sometimes, planting a fully grown item in your garden will not work for the space. Take out plants you are unhappy with. You may find you don?t need them afterall, or you can replace them with something else. You can always put the plant somewhere else, or give it away to someone else.

There is nothing wrong with developing your landscape in gradual stages. To save both time and money, split your landscape design into several areas and work from there. Not only will you it be more affordable to complete each project, but you will also find it more enjoyable. There are two ways to work with phases. Either finish each phase completely or plant a specific plant throughout the entire landscape before moving to the next plant.

If you wish to produce a design that is easy to maintain, use native plants as much as possible. It is easier to take care of plants that are accustomed to your climate, rather than foreign ones that are not. You will also use less water and money on local plants, since they do not need as much irrigation as foreign plants.

Use multiple levels in your landscape plan to add interest and depth. A flat environment can be boring, so create interest by including fountains, terraces, steps or other design elements. There are many ways to create dimension in your landscape without the necessity of a backhoe. A simple shovel can be enough to add a few small terraces to your landscape.

Think about the existing structures around the landscaping project before starting on it. Know where all pipes and other hardware are located so that you can landscape around them. You can make a quick call to the city to verify where things are so you don?t damage anything.

Choose all of your plants wisely; this can really change how successful your landscaping project becomes. For example, in shady areas, don?t choose plants that need a great deal of sunlight. Also make certain that there is sufficient room for the roots to grow and spread. Take time to be sure your plants are going to thrive.

When it comes to landscaping, there?s a lot you need to consider. You need to know the differences between annuals and perennials, what plants thrive in what regions, and what will work in your climate. Seasonal variations are an important consideration as well. Know this information so you can have a great landscaping experience with good results.

As you know, your landscaping strongly influences how your home appears. Good landscaping takes some effort, but if you know what you are doing, it can be done. After learning the steps that we present here you will have taken major steps to becoming skilled at landscaping.

Facebook revamps its help center

Though it's only fully accessible on Facebook's website, the new help center was designed to look and feel more like a mobile app, says Terry Guo, product manager at the Menlo Park, California-based social media company. ( AP Photo/Facebook)

NEW YORK (AP) ? If you've used Facebook, chances are you've needed help with reporting spam, un-tagging photos or understanding the site's ever-changing privacy settings over the years.

Facebook's redesigned help center aims to make it easier for users to navigate and find what they need help with on the site or its mobile applications.

Though it's only fully accessible on Facebook's website, the new help center is designed to look and feel more like a mobile app, said Terry Guo, product manager at the Menlo Park, Calif.-based social media company.

Finding answers has also been streamlined so that what might have taken five clicks of a mouse on the old help center will now take three or fewer, Guo said.

Instead of loading individual Web pages for new topics, for example, topics and answers to questions slide in and out when you click on them, which is faster.

The new help center is available to all users as of Tuesday. Users will see large icons representing six main topics, such as privacy basics, reporting problems or learning more about Timeline, the new profile page on Facebook. For people looking for help with a specific problem, the help center's search feature scans more than 5,000 "frequently asked questions" to suggest answers on everything from reporting spam and changing a relationship status to managing public pages.

Facebook Inc. said it's also working on tailoring the help center to individuals. For example, if a user visits it without logging in to Facebook, he or she might see information about creating a new password. Eventually it'll add more scenarios.

In addition to the revamped help center, Facebook is rolling out its "support dashboard" to all users worldwide. Located in "account settings," this feature, launched in April, lets users check the status of pages, photos or posts they may have reported to the company as abusive, containing spam or for another reason.

Facebook first launched the help center in 2007, when it had just a fraction of its more than 955 million current users. Guo said that while many companies outsource their online help centers to outside providers, Facebook treats it as a product, with constant updates designed to make it better. So is it done?

"I don't think we are there yet," he said.

(CNN) - A new report says there are fewer teens drinking and driving than there were 20 years ago.

The Centers for Disease Control and Prevention released the findings Tuesday.

It said 10 percent of high schools students 16 and older admitted to drinking and driving last year.

In 1991, that number was 22 percent.

The report attributes the decline partly to all U.S. states raising the minimum drinking age to 21 and zero tolerance laws for teens caught drinking and driving.

How Do We Grow New Farmers? Burlington's Intervale Center Hosts ...

News Release -?BURLINGTON, VT -?On Friday, October 5, farm managers, garden managers, extension agents and?agricultural program directors from across North America will arrive at the Intervale Center to learn how to grow new farmers in their communities. The Intervale Center is hosting a day-long farm incubation workshop, part of a new National Incubator Farm Training Initiative (NIFTI) in partnership with Boston-based nonprofit, New Entry Sustainable Farming Project.

?It?s hard to believe, but the average age of an American farmer is 57. We need new farmers. But how are they going to get training, access to equipment, and business development support? Across the country, many people are looking to farm business incubators as part of the answer,? says Intervale Center Executive Director, Travis Marcotte. ?We?re very excited to host this Field School and share our 25 years of knowledge growing new farmers with organizations from California to Alberta, Canada, and Maine.?

Farm incubators remove start-up barriers that typically challenge new farmers by providing access to training, land, equipment, capital and markets. They also provide communities with large refugee populations resources to help these ?new Americans? develop market gardens and small farm businesses that provide satisfying work and generate additional income for the family.

Most Field School participants are already enthusiastic about starting and managing their own local incubator programs. Friday?s workshop will provide a forum to cover a broad range of topics, including technical farming basics like growing, harvesting, and marketing crops along with resources for farmland access and farm support services. Participants will also learn how to successfully plan for growth and development, and how to raise money to make sure that an incubator program is financially sustainable.

The Intervale Center will share knowledge gained through administering its nationally-renowned Farms Program. Founded in 1990, the incubator program was one of the first in the US to lease land, equipment, greenhouses, irrigation and storage facilities to small independent farms. Each year, these farms grow fresh produce on 135 acres of land and contribute 60 full-time, part-time and seasonal jobs to the Burlington economy.

About the Intervale Center

The Intervale Center is a Burlington, Vermont-based 501(c)(3) nonprofit that strengthens community food systems. Our goals are to enhance the viability of farming; to promote the sustainable use and stewardship of agricultural lands; and to ensure community engagement in the food system. By stewarding 350 acres of the Intervale, implementing programs and enterprises and sharing our place and work with people from around the world, we are building a stronger community food system where farm businesses flourish, land and water resources are clean and communities are vibrant and healthy. Learn more at www.intervale.org.

About New Entry Sustainable Farming Project

The mission of New Entry Sustainable Farming Project (New Entry) is to assist people with limited resources who have an interest in small-scale commercial agriculture, to begin farming in Massachusetts. The broader goals of New Entry are to support the vitality and sustainability of the region?s agriculture, to build long term economic self-reliance and food security among participants and their communities, and to expand access to high-quality, culturally appropriate foods in underserved areas through production of locally-grown foods. State taxpayers pay for SF rugby fields

SANTA FE (KRQE) - More than a decade ago, Santa Fe taxpayers paid over $20 million for the Municipal Recreation Complex.

Now, it is a popular place from spring until fall for area soccer players, baseball players, softball players and golfers.

Just across the road from the MRC are two rugby fields and a nearly 1,300 square foot building that is often closed to the public.

Santa Fe taxpayers are not the only ones who paid over $1 million for the rugby fields and building that hardly anyone uses, New Mexico state taxpayers also did.

Through the New Mexico Legislature, state taxpayers paid $980,000 for the rugby fields and the building, even though it benefits only a handful of people who play a sport.

?To tell you the truth, I didn?t even know we had rugby teams here in Santa Fe,? said state Senator Phil Griego. ?I knew we had a lot of soccer teams.?

Griego has represented the district where the MRC has been located for the last 16 years, but the money for the rugby complex did not come from him.

?I never allocated any money for the rugby fields,? Griego said.

As it turns out, former state Senator Shannon Robinson, who represented a central Albuquerque district for 20 years until he was defeated in 2008, sponsored the bills that set aside $930,000 for the rugby fields and the building.

The allocations spanned an 8-year period from 1999 to 2007.

Former state Senator John Grubesic, who was elected from the Santa Fe area, sponsored a bill that allocated another $50,000 to the project. The city pitched in $45,000 for the project, according to city records.

?That was one of the great accomplishments I had as a legislator was to build those fields,? Robinson told KRQE News 13.

Robinson is a former coach of the University of New Mexico?s rugby club team and the current coach of UNM?s women?s rugby club team.

?I?ve coached rugby in this state for almost 25 years,? Robinson said.

Santa Fe's public works director, Isaac Pino, says more than 2,000 adults and children regularly use the city?s soccer fields at the MRC. Pino also said nearly 750 softball and baseball players regularly use the ball fields at the MRC.

Compare that to the number of rugby teams and players in the city.

?(There are) three rugby teams,? Pino said. ?One youth, one adult and one high school ? (which equals) about 60 people.?

The building, which houses a concession stand, bathrooms and a 400 square foot community room where the rugby team stores its gear, cost more than $660,000 alone. The only people allowed to use it are the members of the Santa Fe Rugby Football Club.

While Pino said the city has started to allow other sports and teams to use the rugby fields, most of the time the road to the fields is barred by a metal gate with a ?closed? sign on it. Also the concession stand is used exclusively by the rugby club only.

When asked if he thought Santa Fe needed dedicated rugby fields, Robinson said rugby has been in Santa Fe for years.

?How long has the rugby club been there?? Robinson said. ?Over 30 years...that?s an important part of that city?s identity.?

Griego, who grew up in the Santa Fe area, says that is knew to him.

?I didn?t even know we had rugby fields in my district,? Griego said.

In fact, Griego said it?s highly unusual for a legislator to allocate nearly $1 million so far outside his district unless it?s for an extraordinary state project like the National Hispanic Cultural Center in Albuquerque.

?Most of the districts where we get capital outlay, that we represent, need every penny,? Griego said ?That money would go to my community centers, to my senior centers, to my roads, to my water projects.?

However, the community centers, senior centers and roads in Robinson?s home district didn?t get the $930,000 he spent in Santa Fe. What they got was a rugby complex 60 miles to their north.

Robinson, who was a Democrat, represented part of Albuquerque?s troubled International District for 20 years, back when it was known as ?The War Zone.?

He was defeated by state Senator Tim Keller in the 2008 Democratic primary, but has changed his party affiliation to Republican and is running again for his old job in next month?s general election.

When asked if his former constituents could have benefited more from the money he spent on rugby in Santa Fe, Robinson said he did.

?I think they benefit a lot from it ?because it?s a state project,? Robinson said. ?It involves youth sports.?

Griego disagreed.

?Unless you play rugby, I don?t know what the benefit would be,? Griego said.

NY teacher scolded for making kids write to inmate

NEW YORK (AP) ? A teacher has received a warning letter from the New York City Conflicts of Interest Board for making her fifth graders write Christmas cards to a friend serving time in prison.

The cards contained the children's names and in some cases addresses. They were intercepted by a corrections officer.

According to The New York Times (http://nyti.ms/QEZqUw ), Melissa Dean escaped harsher punishment because she resigned in June.

Dean taught at P.S. 143 in Queens. Last December she told her class to write the cards to people who were lonely.

Instead, she sent the cards to a friend, John Coccarelli, serving time for illegal weapons possession. Prosecutors say he was also charged with possessing child pornography but it was not brought to trial because he pleaded guilty to a charge calling for a longer sentence.

Life is a Canvas : Musings on Creativity, Good Food + Mindful Living ...

Technology
I recently downloaded SigNote, which is an app that lets you add hand-drawn elements or handwriting to your photos. You just take a photo of a drawing or writing on plain white paper, and then layer it over one of your photos and share it to any platform. It's inspired me to start a little
Monday Morning Hello exercise on Instagram (@CaitiSantaMaria) to practice my hand lettering, if you'd like to follow along.

Food & Drink
While I've always been a tea drinker, living in Ireland turned my occasional cups into a daily occurrence. Now that we're back home, I'm enjoying the best of both worlds-- my favorite tea I bought in Ireland, Twining's Camomile and Spiced Apple tea, and my favorite staples, Cinnamon Roasted Almond from Todd & Holland (very similar to Forever Nuts from David's Tea) and Hot Lips from David's Tea.

As for food, I'm completely obsessed with Trader Joe's Chocolate-Covered Power Berries. I first had them this summer when I was visiting my mom in Wisconsin, and I made sure to stock up this week during one of several major kitchen re-stocking grocery trips.

Books
I'm late to the party, but I'm completely wrapped up in Gone Girl and loving it so far. Everyone has read this book already, and I can totally see why there's so much hype around it-- it's dark and mysterious and creepy and twisty-turny. Funny story: We went out to a tapas restaurant in Barcelona and happened to be seated near a table of American tourists. At one point during their meal, I overheard them start to talk about having finished Gone Girl, and I panicked that they were about to spoil it for me. I immediately began speaking obnoxiously loud and fast to Mark to drown out their voices. I'm sure I made quite a wonderful impression on the restaurant staff, but desperate times call for desperate measures :)

TV
Parenthood. There's something oddly satisfying and wonderfully cathartic about a show that makes me cry on a weekly basis.?

Music
Mumford & Sons' new album, Babel, is now out and is already getting serious air time in my world. I don't love it quite as much as the first, but it will still be a perfect soundtrack for this fall season.

Other sounds of fall for me: Wintersleep, Radical Face, Ben Howard, James Vincent McMorrow (whom I recently discovered is from Ireland!) and the Birdy Pandora station.

Miscellaneous
Being able to order iced tea in restaurants again. Reuniting with Chipotle, Jimmy John's, Five Guys, Panera, Whole Foods, and Trader Joe's, as well as a favorite selection of local places. Streaming Pandora again. Fuzzy blankets. Stove top popcorn. Yellow and red leaves that look like confetti on the sidewalks.

What are you loving lately?

How Much Money Do the Boy Scouts Have?

Members of the Boy Scouts of America participate in the 121st Annual Tournament of Roses parade.

The Boy Scouts of America is set to release internal files about suspected pedophiles within the organization, pursuant to a recent judicial order. The group has already paid millions to settle child abuse claims, and the upcoming disclosures could lead to even more liability. How are the Scouts going to pay for all this?

Insurance and cash reserves. The Boy Scouts have settled dozens of molestation claims in the last couple of years. If the incident occurred in the 1980s or earlier, the organization usually pays out of its cash reserves, which are substantial. As of 2009, the Boy Scouts of America maintained a $65 million account just to pay settlements and jury awards, according to a forensic accountant who testified against the organization in a 2010 trial. The BSA?s total unrestricted assets?money that isn?t earmarked for any specific purpose?approached a billion dollars at that time, and the national organization?s annual revenues top $300 million. Those figures don?t include the assets of local councils, which have their own cash and land holdings, usually in the form of summer camps. The Scouts have also split molestation settlement costs with organizations that sponsor scout troops. For example, the Church of Jesus Christ of Latter-day Saints and the United Methodist Church, the two largest sponsors of the Boy Scouts, have been forced to pay for Scout sex abuse.

Insurance covers some of the costs, especially for more recent incidents of sex abuse. During the 1980s, there was a flurry of litigation over whether comprehensive insurance plans covered damages for sexual abuse that occurred in churches and youth organizations. The disputes centered around whether molestation or rape were ?occurrences,? in the dusty parlance of insurance contracts. Courts reached different conclusions, and insurance companies responded by expressly excluding sexual abuse from their general plans and offering separate molestation policies. The plans have become so common that the New York City Housing Authority requires contractors that offer youth programs to carry what the New York Daily News colorfully refers to as ?perv insurance.? When insurance is available, the Boy Scouts typically pay a deductible out of their reserves, and the insurer pays the rest. (Deductibles for molestation insurance often exceed $1 million, although the details of the Boy Scouts? policy aren?t public.) An insurance company representative actively participates in settlement negotiations.

The Boy Scouts still appear to have a serious problem with sex abuse, but the advent of molestation insurance has probably cut down the number of cases. An insurer won?t offer coverage unless the organization takes a series of prescribed steps to reduce the risk of molestation, such as background checks for volunteers. Failure to adhere to the insurer?s standard could result in a loss of coverage.

Georgia votes in election overshadowed by prison scandal

TBILISI (Reuters) - President Mikheil Saakashvili faced his biggest test in a decade in power on Monday as Georgians voted in a parliamentary election overshadowed by a prison abuse scandal that has fuelled accusations of government repression.

Saakashvili, who swept to the presidency after the Rose Revolution of 2003 and led the Caucasus Mountain country into a disastrous war with Russia in 2008, says his main challenger Bidzina Ivanishvili would move the former Soviet republic away from the West and bring it back into Moscow's orbit.

Ivanishvili, a billionaire tycoon with a fortune nearly half the size of Georgia's economy, hopes the prison scandal will convince undecided voters that Saakashvili has become an undemocratic leader who tramples on rights and freedoms.

The West, which has praised Saakashvili as a reformer and opponent of corruption, is watching the election closely.

It wants a stable Georgia because of the country's role as a conduit for Caspian Sea energy supplies to Europe and its pivotal location between Russia, Iran, Turkey and Central Asia.

NATO Secretary General Anders Fogh Rasmussen said in Brussels that the election was "a litmus test of the way democracy works in Georgia".

Before the vote, video of torture, beatings and sexual assault of prison inmates led to street protests after it was aired on two television channels opposed to Saakashvili.

The furor undermined Saakashvili's image as a reformer who had imposed the rule of law and rooted out corruption.

"I'm voting against violence and abuse. How can I do otherwise after what we have all seen on TV?" Natela Zhorzholiani, 68, said outside a polling station at a school in the capital, Tbilisi.

She said she was voting for the six-party Georgian Dream movement led by Ivanishvili, who has reshaped the political landscape by uniting the usually fractious opposition since entering politics less than a year ago.

Saakashvili, 44, must step down after a presidential election next year, when reforms weakening the head of state and giving more power to parliament and the prime minister are to take affect.

If his United National Movement retains dominance of parliament, it may give him a way to remain in charge of the country of 4.5 million, an important gas and oil transit route to the West. If not, Ivanishvili could become premier and Georgia's dominant politician.

"Besides being a contest for parliament, it is also a shadow leadership election," said Thomas de Waal, a Caucasus expert at the Carnegie Endowment for International Peace in Washington.

Georgian Dream said Monday's voting was marred by incidents of electoral violations and violence. It alleged that an assailant attacked a coalition member on a precinct electoral commission in Tbilisi with a baseball bat, breaking her leg.

The Central Election Commission said the chairman of a polling station in the town of Rustavi was wounded in a separate attack but that overall voting was taking place in "a calm environment".

"We cannot observe or detect any grave violations at this stage," Tamar Chugoshvili, head of Georgian Young Lawyers Association, an independent NGO that has been critical of the government, said hours into the voting.

HISTORY IN THE MAKING?

If Georgian Dream wins a majority in parliament, it would mark the first transfer of power from one party to another by means of a vote in Georgia since the Soviet breakup.

"We will replace the government through an election today for the first time." Ivanishvili said.

The 56-year-old has a spectacular glass and metal home overlooking Tbilisi where he displays art works by Damien Hirst and Roy Lichtenstein, but until recently he was so reclusive that few people knew what he looked like.

Saakashvili, who cast his ballot with his Dutch wife and their young son, suggested his party was Georgia's best chance for democracy and reforms.

Without referring directly to Moscow, he hinted the opposition would bring Georgia back to its Russian-dominated past.

"The fate of our country's statehood is being decided today", Saakashvili said.

The election would affect "not only this nation but what happens to the European dream," he said.

Saakashvili's supporters accuse Ivanishvili, who made much of his money in Russia, of being a Kremlin stooge.

Ivanishvili denies that and says he would continue to pursue integration with the West. But he says he would be better at handling ties with Moscow than Saakashvili, whose rule has seen the severing of diplomatic relations over the 2008 war and Russian bans on Georgian wine and mineral water.

The war strengthened Russia's control of the breakaway regions of South Ossetia and Abkhazia, which make up about one-fifth of Georgia's territory, and Moscow recognized them as independent nations after the conflict.

A survey by the U.S. National Democratic Institute in August gave UNM 37 percent support against 12 percent for Georgian Dream but showed 43 percent of respondents could vote either way. There have been no major polls since the abuse scandal.

Many Georgians just want political and economic calm. The economy, hit by the 2008 war and the global financial crisis, has been growing again since 2010 but inflation is likely to hit 6-7 percent this year.

"I voted for peace and stability," Georgy Ugrekhelidze, 76. "I want this government to carry out what it has started."
