Syria's Aleppo running low on food amid siege

BEIRUT (AP) ? Food and cooking gas were in short supply and power cuts plunged homes into darkness as soldiers and rebels battled Tuesday to tip the scales in the fight for Aleppo, Syria's largest city and the current focus of its civil war.

Life for Aleppo's 3 million residents was becoming increasingly unbearable as a military siege entered its 11th day. While rebels seized two police stations, Syrian ground forces pummeled the opposition strongholds of Salaheddine and Seif al-Dawla in the city's southwest, activists said. Government helicopters also pounded those neighborhoods.

"The regime couldn't enter the neighborhoods so they were shelling from a distance with helicopters and artillery," said Mohammed Nabehan, who fled Aleppo for the Kilis refugee camp just across the Turkish border some 30 miles (50 kilometers) away.

Nabehan and others said it was a struggle to find food.

"The humanitarian situation here is very bad," Mohammed Saeed, an activist living in the city, told The Associated Press by Skype. "There is not enough food and people are trying to leave. We really need support from the outside. There is random shelling against civilians," he added. "The city has pretty much run out of cooking gas, so people are cooking on open flames or with electricity, which cuts out a lot."

Days of shelling have forced many civilians to flee to other neighborhoods or even escape the city altogether. The U.N. said Sunday that 200,000 had left Aleppo.

As the bloodshed mounted, the Arab League chief accused President Bashar Assad's regime of atrocities.

"The massacres that are happening in Aleppo and other places in Syria amount to war crimes that are punishable under international law," Arab League Secretary-General Nabil Elaraby said in Cairo.

In a new report on the Aleppo carnage released Tuesday night, Amnesty International said, "Scores of demonstrators and bystanders, most of them young men and boys but including several children and older men, have been shot dead and hundreds injured in the city by security forces and the notorious shabiha, the armed militias working alongside government forces. "

"Some of the victims were bystanders who were not taking part in the demonstrations," the London-based human rights group said. "Families of demonstrators and bystanders shot dead by security forces have been pressured to sign statements saying that their loved ones were killed by 'armed terrorist gangs.'"

U.S. Defense Secretary Leon Panetta said Washington is "not contemplating any unilateral steps" in Syria. There are fears that military intervention could exacerbate the war. Syria's close ties to Iran and the Islamic militant group Hezbollah in Lebanon mean that the conflict has the potential to draw in the country's neighbors.

The battle for Aleppo is among the most significant of the 17-month-old Syrian uprising. If the regime loses its grip on Aleppo, that could be a tipping point in the civil war.

"It remains the case that for its own legitimacy and credibility, the Syrian government must regain control of Aleppo," said David Hartwell, senior Middle East analyst at the defense and intelligence group IHS Jane's. "It also remains the case that the opposition, not fixated yet on holding territory, intend to make the Syrian army pay a high price as they do this."

Although the rebels are outgunned by the regime's heavy weapons, they have captured a number of government tanks in operations against army positions outside the city, activists say. Saeed said they planned to use them in future operations.

Rami Abdul-Rahman, director of the Britain-based Syrian Observatory for Human Rights, said rebels seized the Salihin and Bab al-Neyrab police stations Tuesday in battles that lasted several hours. He said the fighting killed about 40 police officers and soldiers as well as a general.

Still, the regime appears to have regained the momentum in the days since a July 18 bombing that killed four top Assad lieutenants. Many observers expect government forces to drown out the rebel run on Aleppo as they did in Damascus last week.

The official Syrian news agency said government forces were pursuing the "remnants of armed terrorist groups" in Aleppo's Salaheddine neighborhood and inflicting heavy losses.

The government refers to its opponents as terrorists, saying the uprising is being driven by foreign extremists ? not Syrians seeking reform. Although the conflict began with mostly peaceful protests, the spiral of violence has appeared to radicalize at least some of the opposition. There are signs of militant jihads joining the fray.

A high-ranking Western diplomat familiar with the intelligence assessments on Syria said there is a great deal of concern in the West over the flow of foreign militants into Syria to fight a jihad, or holy war, against Assad's regime.

Militants from Chechnya, Yemen, Libya, Iraq, Afghanistan and Pakistan have been joining the rebels in significant number, he said. They are entering by way of Iraq and Lebanon and bringing along skills gleaned from battling the Americans and Russians, according to the diplomat, who spoke on condition of anonymity because he was not authorized to discuss such matters.

Saudi Arabia and Qatar have both expressed a willingness to fund the revolt and are believed to be sending money to rebels to purchase weapons. On Tuesday, the official Saudi Press Agency said a weeklong national campaign to support "our brothers in Syria" had collected $117 million in cash donations to outfit relief convoys for Syrian refugees.

The violence has fueled a growing refugee crisis in neighboring countries.

According Turkish prime minister's office, some 44,000 Syrian refugees are being sheltered in tent cities and temporary housing in camps along the border. While Turkish authorities say they have yet to see a massive surge in refugees from Aleppo, they are prepared to house up to 100,000.

Jordan, which also has witnessed a steady influx of refugees, is building a tent camp along its border ? something it was initially reluctant to do for fear of embarrassing Syria by calling attention to the refugee problem. But with 142,000 Syrians having already fled across the border, according to the Jordanians, new facilities were needed to house them all. Jordan said this week that up to 2,000 new refugees are arriving daily.

As the fighting rages, Syria's political opposition continued to splinter.

Haitham al-Maleh, an 81-year-old lawyer and veteran Syrian opposition figure, announced in Cairo that he was forming his own group, the Council of Syrian Revolutionary Trustees. The opposition's fragmentation has proved to be one of its most serious pitfalls, and there is little chance that his small council will change the calculus of the uprising.

The infighting has prevented the movement from gaining the traction it needs to present a credible alternative to Assad.

Indeed, many among the rebel ranks discount the political opposition entirely, saying it is out of touch with the people on the ground. In the past month, the rebels have demonstrated greater capabilities and have mounted the biggest challenges to the regime so far in the revolt, even though many of the rebel groups are also disparate and operate largely independently.

But the longer the civil war continues, the higher the likelihood of drawing in neighboring countries.

Turkish Prime Minister Recep Tayyip Erdogan, in a televised address Tuesday, signaled that Turkey would not remain indifferent to developments in Syria that could threaten its security.

Erdogan did not elaborate, but his government has said that ethnic Kurds have seized control of five towns in northern Syria. The Turks are concerned that Syrian Kurds may seek an autonomous region or an alliance with their ethnic brethren in northern Iraq and Turkey. Kurdish rebels have long been fighting for an autonomous region in Turkey.

Round 15 Football Review - Hatherleigh Sports & Recreation

Versus Kongorong

Our Junior Colts and A Grade had strong wins at Kongorong last weekend, but unfortunately our Senior Colts and Reserves went down fighting against the Hawks.?

The Junior Colts won by 64 points. Sam Sutherland kicked three goals, while Zach Jones kicked two and Lachie Jackman-Tilley, Louis Brown, Tom Jackman-Tilley, Max Telfer and Jack Gray all kicked a goal each. Well done boys!

The Senior Colts fought hard throughout their entire match, but when a few players went down with injuries, they were really up against it and unfortunately lost.

Sam Waring again was a stand out and is turning into a fantastic ruckman. He not only wins the ruck, but he also takes contested marks around the ground. Dillon Jones was great in defence, he stopped many attacks and rebounded strongly with the ball.

Brett Watson was at his consistent best; he worked both ways and found plenty of the ball. While Tyler Snook may not have got gotten many possessions, he worked hard in defence and didn?t give his opponents an inch.

Tom Schulz battled hard all day and got plenty of the ball, again leading by example. In wet and slippery conditions it was important, especially in defence, to have clean skills. This is exactly what Kenty had, he used the ball well and helped turn defence into attack.

Awards: Sam Waring (Seebohm?s Sportspower), Dylan Jones (C. Gilbertson), Brett Watson (G. Nilsson), Tyler Snook (HFC Ladies Committee) and Tom Schulz (HSRC Steak).

It is a very important game this week for the Senior Colts against Kalangadoo and could determine whether we make the finals or not.

The Reserves were greeted by bleary skies that resembled our esteemed President?s eyes after his big day of golf! He knows how he got his headache, but he can?t work out where the gravel rash and twenty cent piece behind his ear came from!

The Reserves took to the field hoping to give the ladder leaders a run for their money. We battled hard all day but no matter how hard we tried it was like they always had two extra players. Sam Fitzgerald led from the front and got plenty of touches all over the ground. Joey rucked well and Tim ?the expectant dad? Loveday showed he is still a classy player in his first game back from injury. Shane ?Casper? Lambert provided the forwards with plenty of opportunities, but in the end we just couldn?t get over the line.

Awards: Sam Fitzgerald (K&S Ampol), Sean Brennan (Dave Reilly?s Panel & Paint), Shane Lambert (Beachport Hotel), and Joe Campbell (Prince of Wales Hotel).

The A Grade needed to win against Kongorong to cement their spot in the top four and ensure they would play finals football this season. In tough conditions and with a few changes to the team, we still managed to play some good football and win the points!

Again, over the course of the game we had a lot of the play, but did not capitalise on it and should have put more scores on the board. Jack Skeer played had a good day in the forward line, leading well and providing us with a good target. Jase Faulkner, Tyler Saunders and Todd Watson had solid games through the middle, providing plenty of drive.

Trav Kneen and Luke Haines stepped up from B Grade for the week and were valuable contributors throughout the course of the game, proving they are both still capable of playing in the later game of the day.

Awards: Mat Faulkner (Millicent Golf), Jason Faulkner (Somerset Hotel), Todd Watson (Beachport Hotel) and Jack Skeer (Prince of Wales Hotel).

We now need to continue to play good team footy as we head into the finals!

The Difference Between Satellite Phones & Cell Phones

Any time discussing about satellites phones, of course many of us are aware of we now have especially those which already subscribe to satellite television.

To put it simply, the way satellite technology capabilities is by through an earth destined device (in your own home for television set broadcasts) which will speak with a satellite in outer space.

Television areas which offers the telly service can transmit their own broadcast to some satellite throughout space (becoming more common the earth) as well as thereafter your satellite can transmit your broadcast to all satellite radio device systems on earth such as the ones that come with our houses (usually throughout dish varieties)

The geostationary satellites in use for the purpose of television programming are called sales and marketing communications satellites as a result of it?s features to transmit sounds, data, movie, and visuals from one spot to another area.

The type of conversation used requires the utilization of a satellite able to communicating, transmitting television programming, radio or whatever signal transmitted through the earth destined satellite transmitter.

The initial communication satellite, Project SCORE, was launched upon 18th Dec 1958 to send a Christmas announcement from Chief executive Eisenhower to the world.

Essential examples of satellite communications during the Space contest:

1962: Telstar: Transoceanic sales and marketing communications satellite.

1972: Anik 1: Canadian 1st sales and marketing communications satellite.

1974: Westar: American Very first communications satellite.

1976: Marisat: First moving communications satellite.

Apart from satellite television, another popular using satellite technology for the open public is the satellite telephone. It gives you extensive insurance coverage anywhere worldwide be it at your centre with the Pacific Ocean or even in the heavy Amazon marketplace.

Although it is dear, the satellite telephone is essential to those which frequently check out or travel globally with there being no standard telephones which includes coverage throughout secluded areas.

Satellite phones used to merely were 1st introduced in the 1990?s. Nonetheless, sales are not good like a variety of difficulties were stumbled upon by the satellite phone firms.

Nevertheless, your satellite telephone had these days increased acceptance for instance your Iridium satellite telephone is currently making use of 66 geostationary satellites for its A hundred,000 customers. Also, Globalstar offers recorded A hundred and fifteen,000 customers throughout the world.

Satellite television phone, also referred to as ?Satphone? is a portable telephone technique which allows conversation via conversation satellites in which moves across the earth?s orbit with regard to worldwide telephone coverage.

A lot of the satellite phones utilize Low Earth Orbit (LEO) satellites, permitting it to supply a further insurance coverage and better quality of sound.

The main difference between a satellite telephone and a mobile phone (also known as a cell phone) is satellite phones transmit indicators to the closest satellites throughout outer space whilst the mobile phone directs signals for the nearest world bound cellular network.

Satellite television phones makes use of LEO?s to form a circle which then makes it possible for an almost world-wide coverage.

Several satellite phones use geostationary orbiting satellite services which are generally situated involving 35,400 km as well as 48,Two hundred eighty km through the earth?s surface.

However, as LEO geostationary satellites are positioned better the earth?s surface and its circle provides customers with much better voice quality as compared to the geostationary geostationary satellites situated additional from the world.

The transmitting delay is approximately 0.Your five seconds this offers LEO geostationary satellites an advantage as voice quality and quality of conversation.

new investor - silver or gold?

  1. new investor - silver or gold?

I decided to completely invest in precious metals after I lost a grand in stocks overnight...basically paper money that evaporated.

I can put away about $500-600 per month at the moment, what should I primarily be buying? I'm mainly buying for investments as I'd eventually like to sell of part of the collection to buy a house without taking out a mortgage.

Over the weekend, I've bought about 20 ASE at $30.80 which is about $4 over spot. With 1/10th gold, the best price I can get is $182 which still looks like $20 over spot. Should I just go massing ASE or buy some 1/10th AGE at a huge premium? Or maybe even build up the ASE collection and trade up for 1oz AGE?

Im sure I wont be the first to tell you this but don't rely on only PM's

  3. I would prefer to invest in gold coins.

If it is for an investment, don't buy bullion. If it is for love of coins, buy coins. I would go for silver because I think it is undervalued over gold but I'm totally guessing.

Its always dangerous to make investment choices based upon only a short period. This is a sucker move, just like small investors always want to invest in the fund that did the best alst quarter.

For "investing", you need to keep your eye on where you want to go, not where you are. This is why most advise diversified portfolios to reduce overall risk.

The problem with the PM market is the large buy/sell spread. Lets say the market was flat for a few years, and you go to sell those ASE's you just bought. Well, you just lost about 10% sir, since the dealer will not pay you what you bought them for. That is assuming the market will be flat, with the tremendous runup of PM in the last 5-10 years there is a distinct chance it could go down. You are not buying PM at the bottom of the market by a long shot, and its possible you are buying at the top.

For those reasons I would suggest caution and diversification. If you know you need this money in 3-5 years, even though the yields suck, the best place for the money in probably in cd's.

Investing in ANYTHING should be viewed as a LONG TERM commitment. The only way to lose money in investing is to sell quickly at a loss. So whatever you do, look for 5-10 years down the road and not the immediate forecast. As far as gold, I can't see much more room for inflation of gold prices, given how high it is. That market will come down soon, as it is unsustainably high.

Put $350 in the bank and invest $250

  11. Why on earth buy 1/10...the premiums on fractionals are higher

  12. As a lot of folks have suggested, diversify. Don't put everything in PM, and don't expect a return on your investment quickly. With the way things are now, especially in an election year, the trouble in Europe, etc (the same things making the stock markets uneasy), you could see a decline in your investment, which is just as likely as unlikely.

I like PM's as an investment over time for many reasons, and will continue to add over time, more or less at a time based upon current price and trends.

I currently have a ratio where I invest in both in about the same monetary value. My current ratio target is about 50:1, silver to gold. So, for every 50 ounces of silver (roughly $1400 at spot), I also pick up one ounce of gold (roughly $1600 spot). I feel it's good to have both metals.

My opinion is to also have different types and sizes of each. I've got a good amount of 1/5/10 oz bars, along with 1oz "rounds" or "pucks" (i.e. bullion grade ASE's and other coins) for silver, and 1/10, 1/4 and 1oz gold, some bullion grade, some I'm going to send out for grading ('86 gold eagles, '08 double eagle). I like the look and collectibility of proof ASE's, and consider them both collectibles as well as pure bullion if absolutely needed.

Hope this helps in some way.

  13. Why on earth buy 1/10...the premiums on fractionals are higher

Agreed the premiums may be higher, but I believe fractionals, even as small as 1/10 are very useful. You can find them for low over spot if you're buying just bullion grade, and they're much easier to offload if you're looking for just a small amount of cash at the time. In my view, people who can easily afford $200 for 1/10 or $400 for 1/4 are much more readily available than someone who has $1600-$1800 in a shot to buy a full ounce.

  14. Mister Variety kookoox10's Avatar
Again, diverse your portfolio with a couple different types of investments. I would ride the silver train, it's cheap right now. And the speculator train will start to move to run concurrently with the Mayan calendar "end of days" hoo ha. Probably go until mid-november and then sell them off.

  15. TomB Everywhere Else Tom B's Avatar
You can lose a substantial sum of money overnight with precious metals, too. In both cases (stocks and precious metals), however, you don't lose anything if you don't sell at the new, lower level. Read and learn. During that time, perhaps you simply sock the extra money away into a savings account. I realize this has no real return on investment, but it is liquid and keeps you from making poor decisions in the early going.

Personally, I have been buying gold and silver for quite a few years.

Don't Assume Costly Travel Insurance Pays Out Quicker and Other ...

Chris Harvey is the CEO of Squaremouth, America's fastest growing travel insurance comparison site, and an expert on travel insurance issues. With the Thanksgiving travel season nearing, he shares some basic tips for protecting costly annual vacations.

Chris Harvey is the CEO of Squaremouth, America's fastest growing travel insurance comparison site, and an expert on travel insurance issues. With the Thanksgiving travel season nearing, he shares some basic tips for protecting costly annual vacations.

In this uncertain age of travel, you'd think consumers would be keen to protect costly investments in their vacations. But according to the US Travel Insurance Association, large numbers of Americans still travel completely uninsured, or rely on coverage provided by credit cards and employee benefits - not realizing these sources may offer only partial protection.

Employers, for example, won't always compensate for lost luggage or aborted trips. Credit card travel insurance might only cover what was bought with the card.

There are some unusual sources of travel-related benefits as well. Homeowners or renters insurance may reimburse part of the value of lost, damaged or stolen property. Some resorts, airlines and hotel associations offer hurricane guarantees. Such a vast range of options for coverage from different sources can be confusing.

At Squaremouth, we're committed to making sure you fully understand the travel insurance you buy. So this Thanksgiving, consider these basic tips to help you decide which policy fits your family best:

Don't assume paying more means getting more. There are often huge price spreads between similar policies. This is because competitors try to match each others' coverage closely, yet they each have a "sweet spot" - a segment of the market to which they'll offer a really good deal. Comparing policies side by side at squaremouth.com can show you exactly what each policy offers, so you'll be able to choose options and a price that's right for you.

Shop smart online. A reputable travel insurance comparison web site won't present options you aren't eligible to buy. It won't pad its site with policies that companies no longer sell. At Squaremouth, we expeditiously remove obsolete products, and we lay out each benefit of each policy you're eligible to buy within an easily searchable format. You can compare options side-by-side, and sort them by price, benefit or carrier.

Don't spend more than you need to. If you're a US resident traveling in the US and you have a company medical plan, you probably won't need any extra health coverage. You may still want to consider getting trip cancellation or interruption coverage, though, which lets you recoup the cost of backing out of a trip. And you'll need to confirm how much coverage your spouse and children receive through your work policy, or if third-party insurance is needed to cover them.

Insure a pre-existing illness. Travel insurance covers most emergency and non-routine health issues. But make sure to buy insurance that specifically covers your pre-existing medical condition. Squaremouth clearly shows every policy that allows pre-existing cover and we tell you the date you need to purchase the insurance by to qualify.

Don't expect insurers to pick up the tab for your loss instantly. They won't. As is true of any policy, until you've been told what that delayed flight, unexpected hospital stay or hurricane-routed hotel has cost you, you can't claim for the loss.

Know all the coverage you already have. You may be partially covered through your cruise line, airline, charter company, credit card, home insurance or employee benefits policy. Knowing what coverage you already have will speed up the claims process, since you may need to track down refunds from those sources first. With medical policies, you could be asked to pay for treatment and be reimbursed later, or the insurer will cover costs up front.

It's always a cash claim. If you cancel a trip booked with air miles, you won't be compensated for the perceived value of those miles (though some policies reimburse the cost of re-banking frequent flier miles). Ditto your time share paid for a decade ago - you can't recoup the value of those weeks. So don't add in non-cash items when calculating the amount of insurance to buy. You'll end up needlessly paying more.

Don't buy the first policy your travel agent offers. Often, travel agents will represent only one or two insurers, and they collect a commission for every policy sold. Your choice of insurance will be limited. And you could end up paying more than you need to for less than the coverage you require.

Research who the best insurers are. If you are already on your vacation, this isn't the time to find out you'll need to haggle with your insurance company when problems arise. Before buying travel insurance, research who the reputable carriers are; the ones who can swiftly mobilize aid in a crisis. Squaremouth shows each carrier's 'AM Best rating', an independent evaluation, and we only deal with insurers rated A- or higher.

44% Of Australian Social Media Users Happy To See Ads :Social ...

Australian ranks fourth worldwide in social media penetration ? behind only the US, Canada and South Korea. ?A total of 9.8 million Australians (44% of the total population) are predicted to be on social media in 2012, according to an?eMarketer?estimate.? Businesses are rapidly moving to engage consumers in this space, and many social media users are welcoming their presence.

The Australian Interactive Media Industry Association (AIMIA) and Yellow Pages released the??Yellow Social Media Report? in June 2012, revealing that larger businesses in Australia were most likely to have a social media presence (79%) vs. only 34% of medium-sized businesses, and 27% of small businesses.

Facebook was the most popular social network among businesses with a presence on social media. Twitter was also popular, particularly among large businesses, with 71% reporting a presence.

These numbers are particularly interesting in comparison to the Fortune Global?100;?among those large companies, Twitter and YouTube were more popular social platforms than Facebook.

Facebook also dominates for Australian consumers, with 97% of social media users accessing the social network. ?However, LinkedIn use has nearly doubled, growing from 9% to 16% in the past year, and Twitter use increased at a similar rate, from 8% to 14% in the past year.

How do social media users feel about businesses advertising on social media? Nearly half (48%) ?never really notice ads? on social networking sites. ?An impressive 44% are ?quite happy? to see ads on social networking sites. Nearly 3 in 10 (29%) sometimes click on ads on social networking sites, while 26% are ?turned off? by brands that use advertising on social networks.

Only 16% of social media users use social networks for researching products; but out of those who did research a product on social networks, 40% led to a purchase (either online or off-line).

Australian social media users engaging with businesses are most interested in:

  • discounts (64%)
  • giveaways (54%)
  • product information (48%)
  • tips and advice (41%)
  • coupons (41%)

?And businesses are taking note: discounts and giveaways were the most popular incentives offered. Nearly three-quarters (73%) of small businesses offered discounts to their followers, while large businesses preferred using giveaways (48%) over discounts (29%).

The?Yellow Social Media Report?surveyed 1016 Australian consumers and 1951 Australian businesses to see how social media channels are used.

Controlling Monkey Brains and Behavior With Light

An anonymous reader writes "Researchers reporting online on July 26 in Current Biology have for the first time shown that they can control the behavior of monkeys by using pulses of blue light to very specifically activate particular brain cells (abstract). The findings represent a key advance for optogenetics, a state-of-the-art method for making causal connections between brain activity and behavior. Based on the discovery, the researchers say that similar light-based mind control could likely also be made to work in humans for therapeutic ends."

Cuba dissident's widow rejects official death account

The widow of Cuban dissident Oswaldo Paya has rejected a government report that blamed the car crash that killed her husband on the driver because she has been denied access to witnesses of his death.

Ofelia Acevedo criticized the government for not allowing her to talk to the two survivors of the crash, including the driver, who have been kept in custody since the July 22 incident in southeastern Cuba.

"I reject this report because it is the official report of the government of Cuba and because I have not had access to this information that they say they have," she told AFP. "I have no reason at all to believe this version of events."

The government insists Paya, 60, was killed when the rental vehicle in which he was riding went out of control and struck a tree.

In a lengthy report issued Friday, the Interior Ministry said the driver, Spanish political activist Angel Carromero, lost control of the vehicle when he abruptly hit the brakes on the slippery surface of an unpaved section of road while speeding.

Paya's family, however, has said it had information that the rental car was driven off the road by another vehicle.

Acevedo said she had not yet been able to talk to Carromero, 27, or the other survivor, Swedish political activist Jens Aron Modig, also 27.

"They were the last people who saw my husband alive and they have to know a lot more than I do so far," she said.

Authorities have kept the two witnesses in custody since they were discharged from hospital after being treated for injuries they suffered in the crash. Both men were in Cuba on tourist visas.

Acevedo said she did not believe the government's account of what Carromero said about the accident because "he has not had access to the communications media, outside the presence of state security, which has had him sequestered since he came out of the hospital."

Paya's widow said she had asked the ambassadors of Spain and Sweden to arrange for her to speak to Carromero and Modig but "not even they have been able to speak with them without the presence of state security."

Carromero, who is being held by police in a town close to where the crash occurred, faces charges of traffic violations resulting in death, which can carry up to 10 years in prison under Cuba's penal code.

In Madrid, Foreign Minister Jose Manuel Garcia-Margallo confirmed Carromero was still being held in Cuba, and could possibly be charged on Monday or Tuesday once the investigation was over.

"If he were to be charged, we would like him to be staying in our embassy; in any case the most important thing is to bring home" Carromero, the Spanish minister said.

Also killed with Paya, winner of the European Parliament's Sakharov prize in 2002, was a fellow Cuban dissident, 31-year-old Harold Cepero Escalante.

Paya, a fervent Catholic, is best known for presenting the Cuban parliament in 2002 with a petition signed by 11,000 people demanding political change in Cuba.

Known as the "Varela Project," the initiative was instrumental in opening debate in Cuba on the direction of a communist regime dominated for more than half a century by Fidel Castro and his brother Raul.

Paya's death was keenly felt among Cuba's dissident community, and authorities have been quick to respond to any sign of protests.

About 50 people were arrested Tuesday after they emerged from Paya's funeral in Havana shouting anti-government slogans. Most were later released without charge, activists said.

Swedish Foreign Ministry spokesman Anders Jorle said there was no reason Modig, who is being held in an immigration detention center in Havana, should not be allowed to go home.

The Cuban Commission on Human Rights, officially outlawed but tolerated by the government, urged the regime to allow the two survivors to speak publicly about the accident.

"Now that the government has given the official version, we continue to insist that the absolute truth will be known when both survivors are able to make statements, without any kind of conditions," said the group's leader, Elizardo Sanchez.

The Brain Set Free

A baby?s brain is a thirsty sponge, slurping up words, figuring out faces and learning which foods are good and bad to eat. Information about the world flooding into a young brain begins to carve out traces, like rushing water over soft limestone. As the outside world sculpts the growing brain, important connections between nerve cells become strong rivers, while smaller unused tributaries quietly disappear.

In time, these brain connections crystallize, forming indelible patterns etched into marble. Impressionable brain systems that allowed a child to easily learn a language, for instance, go away, abandoned for the speed and strength that come with rigidity. In a fully set brain, signals fly around effortlessly, making common?place tasks short work. A master of efficiency, the adult brain loses the exuberance of childhood.

But the adult brain need not remain in this petrified state. In a feat of neural alchemy, the brain can morph from marble back to limestone.

The potential for this metamorphosis has galvanized scientists, who now talk about a mind with the power to remake itself. In the last few years, researchers have found ways to soften the stone, recapturing some of the lost magic of a young brain.

?There?s been a very, very significant change,? says Richard Davidson of the University of Wisconsin?Madison. ?I don?t think the import of that basic fact has fully expressed itself.?

Though this research is still in its early stages, studies suggest techniques that dissolve structures that pin brain cells in place, interrupt molecular stop signals and tweak the rush of nerve cell activity can restore the brain?s youthful glow. Scientists are already attempting to reverse brain rigidity, boosting what?s known as ?plasticity? in people with a vision disorder once thought to be irreversible in adults.

These efforts are not an exercise in neural vanity. A malleable brain, researchers hope, can heal after a stroke, combat the decline in vision that comes with old age and perhaps even repair a severed spinal cord. An end to childhood ? and the prodigal learning that comes with it ? does not need to eliminate the brain?s capacity for change. ?There are still windows of opportunity out there,? says neuroscientist Daphn? Bavelier of the University of Rochester in New York. ?It may require a little more work to open them, though.?

Prying at windows

Research aimed at restoring the brain?s youthful flexibility is leading to a more nuanced view of findings from the 1960s. In experiments that won them the Nobel Prize in physiology or medicine, David Hubel and Torsten Wiesel discovered that sealing shut a kitten?s eye for a period during the early stage of life would leave the animal unable to see normally out of that eye. If the opposite eye were then patched, forcing the underdeveloped eye to work, the kitten could recover, scientists later discovered. This patch fix worked only on a young animal, suggesting there was a finite window of time during which the brain could rewire itself.

Humans have this window of opportunity, too. During what scientists call a ?critical period,? nerve cells in the brain can forge new connections, sprouting tendrils that carry messages to other cells. Children with amblyopia, a condition in which one eye is weaker than the other, can be cured with a patch over the strong eye, which forces the brain to rewire incoming information from the stunted eye. In adulthood, the exact same treatment is useless. By figuring out why this period ends, and why other forms of flexibility are also lost, researchers think they might be able to bring the brain?s healing power back.

Some of the more obvious players ushering in an end to brain plasticity are structures that literally pin nerve cells in place. One is a tight mesh straitjacket ? with the texture of cartilage ? that surrounds a nerve cell and restricts the formation of new connections in the brain. Called perineuronal nets, these webs show up early in life to stabilize most nerve cells in the brain and spinal cord.

Manipulating these perineuronal nets might be a way to ?return people to a childlike state,? in which rapid learning or recovery can happen, says neuroscientist James Fawcett of the University of Cambridge in England.

Unlike in Hubel and Wiesel?s animals, whose visual deficits were locked in once adulthood arrived, the visual systems of mice with abnormal or missing perineuronal nets retained the ability to be sculpted, Fawcett and colleagues have found. These nets may hem in neurons by calling in particular molecules, perhaps ones that stymie new nerve cell connections, Fawcett and Difei Wang, also at Cambridge, wrote in the July Cell and Tissue Research.

Another impediment to malleability comes from a fatty substance called myelin, which winds around neurons? information-sending axons like insulation around an electrical wire, speeding messages along. With this speed comes less flexibility, as the myelin holds nerve cell fibers in place. Wresting myelin off of nerve cells restores plasticity in mice, neuroscientist Takao Hensch at Boston Children?s Hospital and colleagues have shown.

Besides its physical constraints, myelin also releases repressive signals. One, a protein called ephrin-B3, holds axons back, Stephen Strittmatter of Yale School of Medicine and colleagues reported in the March 27 Proceedings of the National Academy of Sciences. Removing ephrin-B3 allowed axons to grow much more than those in normal mice after an injury.

Other myelin-related proteins are known to squash new nerve cell connections. One is the downer protein NoGo. When a neuron detects NoGo, it kicks off a series of changes that prevent the growth of new connections. If NoGo detector proteins are eliminated, nerve cells become extra active and primed for growth.

Already, results from various studies have pushed scientists to stop talking about cut-and-dry ?critical? periods, but rather, ?sensitive? ones. The brain can be coaxed into changing, even in adulthood.?

Behavior revisited

While some researchers are overcoming physical barriers that swaddle nerve cells and stunt new growth, others recognize an easier path to malleability: manipulating nerve cell behavior to make cells more or less likely to fire off messages. ?Changing the structure is hard, but changing function is possible,? says vision scientist Dennis Levi of the University of California, Berkeley.

Rather than relocating the concrete walls of a stone canal, the functional approach alters the speed of water moving through that canal. One architecture can sustain either a rushing stream or a trickle.

Hensch and his colleagues started with a hunt for substances in the brain that were scarce during early life but abundant as brain wiring windows closed. The protein lynx1 popped out. (Its molecular makeup resembles an active molecule in snake venom.) Mice genetically engineered to lack lynx1 spontaneously recover from early vision problems, retaining a malleable brain long into adulthood, Hensch and his team reported in Science in 2010.

Normally, lynx1 puts a damper on certain nerve cells? excitability, a job that helps the brain maintain the proper flow rate of nerve cell activity. In a balancing act, the brain is poised between too much activity (excited) and too little (inhibited). By muffling certain cells, lynx1 holds the adult brain to a status quo, called the excitatory/inhibitory balance. But lose lynx1, and the brain shifts toward a more excited, and more malleable, state.

?You can pursue all of the molecules,? Hensch says. ?What?s exciting is that they all converge on the excitatory/inhibitory balance.?

Neuroscientist Alessandro Sale of the Institute of Neuroscience CNR in Italy thinks that this balancing act may explain many of his team?s results in adult rats. Over the last several years, Sale and colleagues have reported a growing number of situations that can repattern the adult rat?s visual system: Exercise, living in a stimulating environment, starvation and even doses of Prozac, which caused certain nerve cells to become more active, all reinstated a brain with more youthful behavior.

?At the very beginning, I was surprised that many different noninvasive strategies were able to elicit plasticity in the adult brain in such a powerful way,? Sale says. But after looking closely, his team believes that the procedures all alter the flood of messages that nerve cells send.

Although many of these detailed experiments in animals test the visual system, the same general principles might underlie other brain systems, Sale says. Of course, the real goal of this work is not to make blind rats see again, but to help people retrain their brains.

Help for humans

Preliminary studies in people hint that the excitatory/inhibitory balance is important for many aspects of a healthy brain. People with Down syndrome, Alzheimer?s disease and even spinal cord injuries may have out-of-whack balances, studies suggest. Though there?s no really good way to see how nerve cells in a live human brain behave, some training techniques (like those used by Sale in rats) do appear to resculpt the adult mind.

In some ways, the idea that experiences shape the brain is obvious to anyone who has ever learned anything. Playing the guitar, leisurely swinging golf clubs and driving a taxi in London for years all mold the adult brain, some more dramatically than others. Just two hours of playing a racing video game changed the structure of volunteers? brains, researchers reported in the March 22 Neuron. Similar processes are at the core of products that promise to boost cognitive powers (though many of these brain-training regimes have yet to be validated).

?We are continuously being exposed to the environment, and those things that impinge upon us are continuously shaping our brains,? Davidson says. So the question isn?t so much whether something can change the brain, but rather, how people can take charge of the process for a desired outcome.

Studies by Levi and his collaborators have found that a certain kind of vision practice can actually help adults see better. Hours of difficult vision training, in which people had to discern hazy lines, for instance, improved vision in people with amblyopia, normal vision and even normal age-related vision decline. People could see sharper images, detect contrasts better and even read small letters faster.

Older people?s eyes still sent blurry information to their brain, but the brains were better equipped to handle it, Levi and colleagues wrote in Scientific Reports. Levi believes that the improvement comes from a training-enhanced ability to pay attention to relevant information and ignore the blurred distractions.

There may be a more fun way. Data from Bavelier support a counterintuitive idea: Mindless video games actually make the brain sharper. Action-packed video games like Call of Duty 2 seem to enhance people?s perception, and not just in ways required to get a high score. ?You get benefits that ripple,? Bavelier says.

After logging hours at the games, people were better at nimbly switching between two demanding jobs and quickly determining whether a number is even or odd. The results, reported in May in Computers in Human Behavior, suggest that this kind of brain training reopens a window. ?What really changes is the ability to locate resources and ignore distractions,? Bavelier says.

Flexibility too far

Efforts toward restoring plasticity hold great promise, but only when targeted to hit particular brain systems. If not, the potential benefits come with some strong caveats. ?I?m very scared of taking off the brakes,? Hensch says. ?They?re there for a reason.?

Myelin insulation on nerve cells, for instance, is damaged in patients with multiple sclerosis. That damage affects the conduction of nerve impulses, leading to the hallmark symptoms of the disease.

In Hensch?s lab, the mice genetically engineered to lack lynx1 protein show dementia-like damage in their brains earlier than their normal counterparts. ?After nine months, you see holes in cortex,? Hensch says. Parts of the brain that are damaged earliest are the most malleable throughout life. ?Maybe the price we pay for plasticity is the susceptibility to neurodegeneration.?

Brakes may also help the brain know what not to learn. Extremely proficient musicians have reported a rare condition in which neural pathways become so shaped by playing music that the performers? brains fuse the control regions for separate fingers, and the ability to cleanly pluck a single string is lost.

Likewise, too much malleability could play a role in inappropriate fear or anxiety. It would be bad if people learned to associate a strong emotional response with every negative situation encountered in daily life. ?If our brains exhibited plasticity for all of those kinds of cues, it would likely elicit anxiety disorders in the entire population,? says Davidson.

Researchers attribute such concerns to what they call the double-edged sword of plasticity: ?A system capable of such flexible reorganization harbors the risk of unwanted change,? Alvaro Pascual-Leone of Harvard Medical School and colleagues wrote in 2005 in Annual Reviews of Neuroscience.

For now, scientists are proceeding cautiously, still in the discovery phase. But their studies may ultimately lead to ways to let the right signals rush in and sculpt a readily accepting brain. For the first time, Davidson says, ?we can actually take more responsibility for the shaping of our own brains.?

Heat Safety And Your Dog: Keeping Cool - Free Pets to Good Home

The summer heat can bring with it a whole new set of perils for your pet. Heat related conditions are very real and common in canines. Injury, sickness and death caused by extreme heat are nearly always avoidable. Here are some tips to keep your dog cool and out of harm?s way in the dog days of summer.

Do

Do walk your dog in the evening, or early morning when it?s not too hot and your pet will not suffer with heat related conditions. Your dog will rapidly get dehydrated in the heat and the pavement can get painfully hot on their paws. If you haven?t got any choice but to take your dog out in the heat, do not stay out for long and take frequent stops for water. Stay in the shade as much as possible and pay close attention to your dog for evidence of suffering.

Do maintain regular grooming. Your pet will be much more comfortable and less sensitive to heat related sickness if they?ve a nice cool haircut. If you happen to have a long-haired dog, a long, ungroomed coat can feel just like wearing a parka in the middle of the summer. On the flip-side, be careful not to trim the fur too short or your dog can get sunburnt.

Do be on the look-out for insects, especially those that bite and sting. Many dogs will chase bees and wasps and end up on the business end of a stinger. Keep a first aid kit on hand and supervise as much as possible when outside. Fleas and ticks are particularly present during the summer months so it?s really important to stay current with heartworm shots and flea and tick prevention.

Do Not

Do not leave your dog alone in the car. This is a gigantic no-no and yet each year you hear about more cases of dogs suffering and dying due to this sort of failure. It?s a widely known fact it takes only minutes for your parked car to turn into an oven. Even with the windows cracked it can be exceedingly uncomfortable and even lethal for your pet. It?s best to leave your dog at home in the air-conditioning. If you have to go out without your pet leave them in a cool part of the house. You can use freestanding, custom or extra-wide pet gates to create a penned area or block a wide opening in your house to keep your dog cool.

Don?t let your dog ride in the back of a pick-up truck. This is risky for your pet at any time of the year. A single bump or jolt can send your dog flying, causing injury or death. In the heat of the summer, the sun beating down on your dog, exposed in the back can be lethal. It is never worth the risk.

Opening Ceremony London 2012: Did director take ... - Medical Tips

The director of the opening ceremony for the London 2012 Games created a production for the 99 percent, it seems. For an Olympic movement that hates controversy, that is unusual.

Of all the things to laud in Britain?s long history, the director of the opening ceremonies for the London Olympics chose for his second act ? universal health care.?

Yes, that ?NHS? spelled out by hospital beds in Friday?s opening ceremonies stands for Britain?s National Health Service ? the government-run universal health-care system that director Danny Boyle called an ?amazing thing to celebrate.?

Bob Costas, you?re not in Kansas anymore.?

2012 London Olympics quiz: Are you ready for a gold medal?

It is more than a little bit presumptuous to imagine that Mr. Boyle was sending coded political messages to American voters who can?t hear the words ?universal? and ?health care? in the same sentence without invoking the Commerce Clause. But that doesn?t mean Boyle didn?t have a message.

He insisted that message was not political, but rather a reflection of the values that British society holds dear and emanates to the world.?

?One of the reasons we put the NHS in the show is that everyone is aware of how important the NHS is to everybody in this country,? he said at a press conference earlier in the day.??One of the core values of our society is that it doesn?t matter who you are, you will get treated the same in terms of health care.?

But not everyone agreed that the message had no hint of politics.??NHS beds dominated the infield for so long that it seemed more a political message than a tribute to our hardworking nurses,? wrote the Daily Mail, adding that the spectacle ?at times bordered on left-wing propaganda.?

Repeatedly, Boyle made it clear that the ceremonies were his vision, and that London organizers gave him enormous?freedom to shape them in his image. In that case, it should hardly be surprising that the director of films that chronicled heroin users (?Trainspotting?) and the Indian underclass (?Slumdog Millionaire?) might craft a performance from a working-class perspective.?

Is that political? That is in the eye of the beholder.?

But it is hard to escape at least some small sense of advocacy in Boyle?s second act, particularly after a cigar-chomping elite?let loose the gluttony of unchecked industry on the idyllic English countryside in the first act.?This was, it seemed, an opening ceremony for the 99 percent.?

In some respects, that gave it a poignancy beyond opening ceremonies of Olympic past ? Boyle actually had a cutting message, whatever you thought of it. But for an Olympic movement that has long avoided even the scent of controversy ? even forcing cities to ban civic protests during the Games ? it was an unusual departure.

Horse Physiotherapy Treatment - Free Pets to Good Home

Horses are beautiful but not infallible creations of nature. Like all living beings, they now and then require some health care. Equine physiotherapy is used to keep horses healthy and fit. Equine physiotherapy comprises physical exercises and therapy that is designed specifically for horses. Improving their standard of living and giving them long, healthy lives free of stress. Various studies have determined that horses get over physical injury quicker when undertaking equine physiotherapy sessions.

Horses undergo treatment for various reasons: they might have suffered injuries arising from participation in sporting events, or riding mishaps; they might be suffering the consequences of advanced age, inadequate nourishment, excessive training, improper use of saddle and other gear, rider imbalance and physical defects. Horse physiotherapists are medical care gurus who are specifically trained in therapy and are very conversant with equine physiology and anatomy. The top ones stay abreast of the most recent developments and discoveries. Treatment increases mobility, reduces pain and swelling so helping stop future injury or irritation. Equine physiotherapy sessions can be undertaken at animal hospitals or at the horse owne?s grounds.

Good consultants are given training to speedily spot issues like lameness, spinal issues and muscle issues. They can effectively treat neck pain, tendon and ligament damage, back stiffness or other issues like bruising, muscle seizures and limb and joint swelling.

Depending on the nature and extent of damage, rehabilitation of an affected pony could take days, weeks or maybe months. In severe cases, it may talk years. Commonly used equine physiotherapy techniques include healing massage, heat therapy, ultrasound, hydrotherapy for mobility of limb and joint and field treatment of the pulsating electric type. Good animal consultants also teach their clients about control of injury recurrence because of factors like cool downs that go too swiftly.

Animal physiotherapists use an extensive range of hardware and tools. One of the tools they use is a widget that is like a heating pad for covering the horse?s breast or saddle area and eases back stiffness. Treatment also helps rejuvenate the animal?s circulatory and muscular systems.

Animal physiotherapists typically start their academic careers by assisting human physiotherapists before turning to horse physiotherapy.

Draghi: ECB to do "whatever it takes" to save euro

(AP) ? European Central Bank head Mario Draghi promised Thursday to do whatever it could to protect the European single currency and sent a strong signal that the central bank has the high borrowing costs that are crippling countries like Spain and Italy in its sights.

Draghi, speaking at a global investment conference hosted by the British government, said that the bank would "do whatever it takes to preserve the euro" and added, "believe me, it will be enough."

Fears about the 17 countries that use the euro have intensified over the past few weeks. Spain and Italy, in particular, are finding it increasingly difficult to raise money on the debt markets due to spiraling borrowing costs. Spain's bond interest rates have hit record highs recently. That has raised fears the country may be the next to see a bailout from the other eurozone countries ? after Greece, Ireland, Portugal and Cyprus.

Spain's economy ? the eurozone's fourth largest ? is much bigger than the other three countries combined and would strain the financing available to the eurozone's bailout funds.

In a question-and-answer session with global business leaders in London for the Olympics, Draghi discussed the high borrowing costs being imposed on some countries' bonds, saying that "they come within our mandate" ? as long as those costs stop the ECB's interest rate policies from being implemented across the eurozone.

Stocks across Europe rose on Draghi's comments. Britain's FTSE traded up 1.7 percent, Germany's DAX index rose 2.9 percent and France's CAC 40 rose almost 4 percent. Spain's main IBEX stock index rose 5.5 percent while Italy saw a 5.4 percent rise in its stock prices.

The ECB has already used similar reasoning to make limited purchases of government bonds in the past with the aim of driving down a government's borrowing costs. The bank must walk a careful line, however ? because the EU treaty forbids it from using its monetary powers to help government finances directly.

The ECB previously conducted a limited bond purchase program accumulated over ?200 billion in bonds. But it had little effect on bond yields, and has been left dormant for several months despite pleas from Spain for help.

The eurozone's current bailout fund, the European Financial Stability Facility, had some ?440 billion in lending power, but most of that is already committed to bailouts for Greece, Ireland and Portugal. A permanent fund, the European Stability Mechanism, would have some ?500 billion, but is awaiting ratification by eurozone member countries and will not come on line until fall. And ?100 billion of that is already committed to rescuing Spanish banks from collapsing due to bad real estate loans.

That leaves the ECB once again as the chief crisis fighter, a role it has fulfilled despite the legal restrictions on what it can do. It loaned ?1 trillion in cheap money to banks in December and February, consisten with its role as lender of last resorts to banks.

Any effort to bail out governments, however, remains deeply controversial.

Many officials and economists, particularly in Germany, are wary of the EU treaty's ban on financing governments. There are also concerned that rescue efforts from the central bank will simply take pressure off politicians to do unpopular things such as cut spending and change labor market rules.
